Nato Cyber Defence, 2000-2022, Ryan J. Atkinson Aug 2023

Nato Cyber Defence, 2000-2022, Ryan J. Atkinson

Electronic Thesis and Dissertation Repository

The emergence of more devastating and organized cyber attacks by non-attributable threat actors internationally raises questions about whether classical deterrence theory in its contemporary form has assisted important military defence alliances, like the North Atlantic Treaty Organization (NATO), to adapt to the changing threat landscape. The timeline of the NATO Alliance's adaptation to external cyber threats is examined at critical historical junctures. Changes and adaptation within internal policy-making processes at NATO headquarters and its affiliated centres, think tanks, and military bases are analysed with input from informed decision-makers. The research project demonstrates that NATO policy substantively changed over the period …

Cannabis For Therapeutic Purposes: Older Adult Perspectives, User Characteristics And Motivations For Use, Lean Fiedeldey

Electronic Thesis and Dissertation Repository

Use of cannabis among adults 55 years of age and older is increasing. In Q4 of 2018, slightly over half of cannabis users used for therapeutic purposes at least once, where many reported using for both medical and non-medical reasons (mixed use). Research on older adults regarding the use of Cannabis for Therapeutic Purposes (CTP) is fragmented and there are no comprehensive or in-depth studies on their perceptions or self-reported motivations. Understanding in these areas is important to inform policy that takes the protection of public health and safety as central aims. Does policy affect one of, if not both, …

Environmental Changes Following The Implementation Of The Childcare Physical Activity (Play) Policy, Victoria Tran

Electronic Thesis and Dissertation Repository

Environmental factors such as the infrastructure and equipment in childcare centres can influence the physical activity levels of young children. This study explored if implementing the Childcare PhysicaL ActivitY (PLAY) policy resulted in unintended environmental changes that were conducive to physical activity in childcare. Childcare centres were randomized to an experimental (n = 5) or control (n = 4) condition. Three Environment and Policy Assessment and Observation Self-Report (EPAO-SR) tools were used to measure 12 best practice items in relation to the childcare environment and early childhood educators’ (ECEs) practices. Descriptive statistics and mixed-effects logistics regression models were …

Inclusion And Policy Enactment In Teacher Education: A Focus On Pre-Service Teacher Preparation For The Inclusive Classroom, Ayman Massouti

Electronic Thesis and Dissertation Repository

Preparing pre-service teachers to enact inclusive teaching practices in the inclusive classroom has become a concern for national and international educational organizations. Adding to these concerns, research on inclusive education policy enactment in teacher education programs, particularly in a continuously growing and recognized diverse society such as Ontario, Canada, is scarce. In order to provide insight to address these issues, this study aimed to examine the enactment of the policy document titled Equity and Inclusive Education in Ontario Schools: Guidelines for Policy Development and Implementation (OME, 2014) in one Ontario teacher education program. In particular, the study focused on exploring …

Anthropogenic climate change is affecting, and will continue to affect, communities across Canada. From increased average temperatures and alterations of seasonal precipitation patterns, to extreme rainfall and heat events, Canadians face a 21st century environment significantly different from that of the past. With risks to people and services identified via the global scientific and social science literature, the need to adapt to climate change is pressing. Climate change adaptation includes the identification of climate impacts in order to develop interventions into systems and services so to avoid negative effects and recognize opportunities. The emerging consensus is that climate change …

Skills And Student Affairs: A Discourse Analysis, Shannon Mckechnie

Electronic Thesis and Dissertation Repository

Media, industry, and other public actors have claimed that a ‘skills gap’ exists in students exiting post-secondary education and entering the workforce. The Ontario provincial government has developed policy, the Highly Skilled Workforce Strategy, to provide directives to universities in the province to provide skills development to students to aid in closing the gap and providing a workplace relevant education. In this study, I explore the experiences of student affairs and services (SAS) staff responsible for enacting provincial policy related to skills development at the university level by investigating the discourses that shape policy and practices of these staff …

Winter Sport Nationalism: The Canadian Olympic Press From Calgary 1988 To Vancouver 2010, Andreja Milasincic

Electronic Thesis and Dissertation Repository

Since the beginning of the twentieth century, the Canadian government has played an increasingly significant role in influencing the direction of sport in Canada. The current Canadian high performance sport system, Own the Podium (OTP), was preceded by various attempts at establishing a competitive Canadian Olympic Team. Oftentimes, the justification for the significant distribution of money in high performance sport funding was that international victories would promote nation building and nationalism. As a result of the high priority placed on international sporting victories across the globe, Canada currently has a merit-based Olympic funding program, that exemplifies the encouraged competitiveness …

Laying The Foundation For Copyright Policy And Practice In Canadian Universities, Lisa Di Valentino Nov 2016

Laying The Foundation For Copyright Policy And Practice In Canadian Universities, Lisa Di Valentino

Electronic Thesis and Dissertation Repository

Due to significant changes in the Canadian copyright system, universities are seeking new ways to address the use of copyrighted works within their institutions. While the law provides quite a bit of leeway for use of copyrighted materials for educational and research purposes, the response by Canadian universities and related associations has not been to fully embrace their legal rights – rather, they have taken an approach that places emphasis on risk avoidance rather than maximizing use of materials, unlike their American counterparts. In the U.S., where educational fair use is arguably less flexible in application than fair dealing, there …

International Student Mobility In Higher Education In China: Tensions Between Policies And Practices, Kang Chen Aug 2016

International Student Mobility In Higher Education In China: Tensions Between Policies And Practices, Kang Chen

Electronic Thesis and Dissertation Repository

Under globalization, the Internationalization of Higher Education (IHE) has intensified. International Student Mobility (ISM) as a key part of IHE has attracted more attention as well. China, traditionally an exporter of students, is becoming a popular host country for international students as well. By examining relevant policies and international students’ experiences, this study constructs a comprehensive portrait of ISM in China. Analyzing the ISM policy and student perspectives with attention to underlying ideologies of IHE (Stier, 2004) illuminates the tensions between the policies and practices. At the policy level, instrumentalism is the primary ideology driving the Chinese government and the …

Prohibited Practice: Drug Use, Harm Reduction And Benefit Enhancement In Toronto Rave Culture, Hilary Agro May 2016

Prohibited Practice: Drug Use, Harm Reduction And Benefit Enhancement In Toronto Rave Culture, Hilary Agro

Electronic Thesis and Dissertation Repository

Based on fieldwork in Toronto, ON, I use ethnographic methods and analysis to answer the question of why people at electronic music events (‘raves’) and festivals use legal and illegal psychoactive drugs, exploring how the subjective effects of consciousness alteration factor into individual and group experiences of affective change. I examine the effects of stigma on the lives of these ‘drug practitioners’, as well as how the structures of prohibition shape the ways in which recreational substances are able to be consumed safely, resulting in a moral economy of trust and a culture of interreliance in the rave scene. Finally, …

Defending Liberal Education: Implications For Educational Policy, Christopher W. Lyons Oct 2015

Defending Liberal Education: Implications For Educational Policy, Christopher W. Lyons

Electronic Thesis and Dissertation Repository

This thesis advocates for the inclusion of liberal education in discussions of the college and university missions and mandates in North America. It is conceived with the purpose of influencing policy thinking and generating the theory and ideas required for sound education policy decision making. Research into liberal education is a special and atypical kind of inquiry and requires innovative theoretical approaches. Liberal education is foremost a philosophical problem and requires philosophical approaches. The method used is, therefore, conceptual in nature and drawn from analytical philosophy.

My research approaches liberal education conceptually in three ways: historically, philosophically, and politically. Historically, …

Ethical Enigmas In Modern Water Policy: The Albertan Example, Jeremy J. Schmidt Jun 2012

Ethical Enigmas In Modern Water Policy: The Albertan Example, Jeremy J. Schmidt

Electronic Thesis and Dissertation Repository

This thesis examines the policy claim that Alberta’s Water for Life strategy creates the possibility of a new water ethic in that province. The key problem for this dissertation is developing and defending a framework that would allow the Alberta case to be examined against like cases. In this context, the framework developed engages topics of: (1) territory and the state, (2) the effects of classification systems on policy claims regarding water abundance, water scarcity and water security, and (3) the normative role of decision-making structures on water management and planning. In this sense, the framework developed provides for the …

Vulnerability Of Adolescents To Hiv/Aids In Malawi, Paul Mkandawire Nov 2011

Vulnerability Of Adolescents To Hiv/Aids In Malawi, Paul Mkandawire

Electronic Thesis and Dissertation Repository

This thesis aims at examining vulnerability to HIV/AIDS among adolescents in Malawi. The study uses mixed methods that combine quantitative and qualitative techniques in order to better understand whether there are significant variations in the pattern of sexual behaviour between adolescent orphans and non-orphans. Results of a quantitative analysis (n=1214) revealed that orphans are less likely to undertake voluntary counseling and testing (VCT) for HIV/AIDS, that they tend to experience their first sexual intercourse earlier in life, and that they are generally more likely to engage in high risk sexual behavior than non-orphans. In addition, female orphans in particularly are …

Semantic Privacy Policies For Service Description And Discovery In Service-Oriented Architecture, Diego Zuquim Guimaraes Garcia Aug 2011

Semantic Privacy Policies For Service Description And Discovery In Service-Oriented Architecture, Diego Zuquim Guimaraes Garcia

Electronic Thesis and Dissertation Repository

Privacy can be defined as the right of an individual to have information about them accessed and used in conformity with what they consider acceptable. Privacy preservation in Service-Oriented Architecture (SOA) is an open problem. A solution for this problem must include features that support privacy preservation in each area of SOA. This thesis focuses on the areas of service description and discovery. The problems in these areas are that currently it is not possible to describe how a service provider deals with information received from a service consumer as well as discover a service that satisfies the privacy preferences …
