The objective of this thesis is to propose an approach or a process by which a national industrial training system can be instituted for the Philippines; and specifying the role which the National Manpower and Youth Council should play in the undertaking. In the highly competitive cattle market of today a scientific method, by which a rancher can base a judgement, moderated by experience as to which animals are to be kept, as proven by superior performance, can be a valuable asset.

This record performance testing system was designed to demonstrate the value of adequately kept records. Its purpose is to help ranchers develop records of herd performance, inventory, and improve management practices by more informed decisions.
