The seed of cooperatives was first brought to Thailand by Sir Bernard Hunter, the British banker, in 1914. Because of his suggestion , the first cooperative society was established in Phitsanulok Province in the northern part of Thailand, on February 26, 1916, along the lines of the Raiffeisen model, or what is known as the "village credit cooperative." The government at that time was still an absolute monarchy under the reign of King Rama VI. The Future Business Leaders of America (FBLA) and Phi Beta Lambda (PBL) organizations serve the business youth of today--the business leaders of tomorrow. These organizations, founded by Hamden L. forkner, have been in existence since 1942. The first FBLA chapter was chartered at Johnson City, Tennessee; and the first PBL chapter was charted at Iowa State Teachers College, Cedar Falls, (now the University of Northern Iowa).1

Chapter growth has been rapid with the latest figures showing 4,587 FBLA chapters and 461 PBL chapters now in existence in 44 states and 3 territories.2

Purpose and Procedures

The purpose of this paper was to construct and validate an instrument which could effectively identify students enrolled in the elementary teacher training program at Utah State University whose mathematical competency equals or exceeds the standard for completion of the required math content courses prior to taking those courses. It was the hope of the writer that such students would be allowed to waive those courses and substitute courses representing areas of greater need for the individual student.

This study describes the development and evaluation of a communications skills course for elementary teacher inservice training. The development and evaluation strategy centered on a research and development (R & D) process. The major steps of the R & D process were: (1) product selection, (2) literature review, (3) prototype planning, (4) development of preliminary prototype, (5) expert appraisal and product revision, (6) main fieldtest, (7) product revision, and (8) operational fieldtest.

The course was composed of 13 communication skills with 20 behavioral objectives and evaluations. Experiences in self-awareness and practical application of the skills presented were stressed.
