On October 2, 1968, Congress passed the National Trails System Act. This Act called for the establishment of a system of national scenic trails "which will be extended trails so located as to provide for maximum outdoor recreation potential and for the conservation and enjoyment of the nationally significant scenic, historic, natural, or cultural qualities of the areas through which such trails may pass." As a result of the 1978 amendment to this Act, Congress designated the Continental Divide National Scenic Trail (CDNST) as part of the National Scenic Trail system. The Russian American Observation Satellites (RAMOS) experiment is a joint Russian- American space research program using two satellites for simultaneous stereo-optical imaging to address common concerns in the areas of environmental monitoring and defense. RAMOS will consist of a two-satellite constellation and associated ground support stations operated by the respective countries. The American Observational Satellite (AOS) will carry imaging instrumentation operating in both the visible and infrared regions. The Russian Observational Satellite (ROS) will carry analogous Russian sensors. Both satellites will be launched into a high-inclination circular orbit at an altitude of approximately 525 km. The Remote Low Light Imaging (RULLI) system responds to individual photons using a modification to conventional image intensifier technology and fast timing electronics. Each photon received at the detector is resolved in three dimensions (X, Y, and time). The accumulation of photons over time allows the system to image with very low light levels, such as starlight illumination. Using a low power pulsed laser and very fine time discrimination, three dimensional imaging has been accomplished with a vertical resolution of five cm.

Inhomogeneous magnetic fields exert a body force on electrically nonconducting, diamagnetic fluids. This force can be used to compensate for gravity and to control convection. The field effect on convection is represented by a dimensionless vector parameter Rm=(μ0αχ0d3ΔT/ρ0νDT)(H⋅∇H)r=0ext, which measures the relative strength of the induced magnetic buoyancy force due to the applied field gradient. The vertical component of this parameter competes with the gravitational buoyancy effect and a critical relationship between this component and the Rayleigh number is identified for the onset of convection. …

A promising approach to modeling the spatial distribution of shallow debris slides combines a mechanistic infinite slope stability model with a steady-state hydrology model. The spatial distribution of a “stability index” is governed primarily by specific catchment area (the upslope area per unit contour length) and slope. The model can be interactively calibrated to the unique characteristics of the topography, rainfall, and soils of a particular study area using simple parameters, graphs and maps. Once a landslide and terrain inventory is completed using aerial photographs, this approach is shown to have the capability of producing a stability classification map of …

Utah State University/Space Dynamics Laboratory (USU/SDL), teaming with NASA Langley Research Center, is currently building the Sounding of the Atmosphere using Broadband Emission Radiometry(SABER) instrument. Stringent mass and power constraints, together with a greater than two year mission life, led to the selection of a TRW miniature pulse tube refrigerator to cool SABER's infrared detectors to the required temperature of 75 K.

This paper provides an overview of the SABER thermal management plan and the challenges encountered in matching the refrigerator characteristics with instrument performance requirements under the broadly variant space environments expected for this mission. This final report summarizes physical investigations into the artificial nucleation ("seeding") of winter mountain clouds in central Utah during 1990-96. Program goals were to evaluate the effectiveness of the Utah operational cloud seeding program and to recommend improvements. Field programs employed a wide variety of instrumentation systems. Sophisticated numerical modeling was used in conjunction with the observational programs. Amounts and distributions of SLW (supercooled liquid water) cloud were investigated, as was transport and dispersion of ground-released seeding agents and tracer gases. Several experiments directly monitored ice crystals and snowfall rates resulting from either silver iodide (Agl) or liquid propane seeding. …

Being connected for most Africans means something completely different from most of us in more (technologically) "developed" countries. Compared to those who have virtually unlimited and relatively cheap access to e-mail and the World Wide Web (WWW), most Africans have limited access to e-mail only. Outside of South Africa, which hosts 70 full Internet Service Providers (ISPs); Egypt, which hosts 25; and Morocco, which hosts 15, most African countries have well under 10 ISPs, the average being loser to 1 or 2 (Jensen, 1998). Secondary electron (SE) emission from spacecraft surfaces as a result of energetic electron bombardment is a key process in the electrical charging of spacecraft. It has been suggested that incorporating more complete knowledge of the energy- and angular-distributions of secondary electrons is necessary to fully model how SE emission and spacecraft charging are affected by re-adsorption of low energy electrons in the presence of charge-induced electrostatic fields and ambient magnetic fields in the spacecraft environment. We present data for such energy- and angular-distributions from sputtered, polycrystalline gold surfaces. The data are compared to empirical SE emission models and found to …

We investigated the energy balance of vegetative and nonvegetative surfaces and gas exchange for 3 shrub species growing over each surface. During a 1-week period, incoming short-wave radiation, surface and soil temperature, and soil heat flux for turf and pine-bark mulch surfaces were gathered. Air temperature and relative humidity at 2 heights over each surface were also measured. Mulch surface and air temperatures were warmer and soil temperature below mulch was cooler than turf throughout each day. Relative humidity varied with height above turf, but each height was comparable over mulch. For the majority of each day, soil heat flux …

Near-Earth orbiting spacecraft are subject to a variety of physical environmental elements. Of these, natural space plasma and solar radiation produce spacecraft charging. Spacecraft charging consists of surface (external) and deep (internal) dielectric charging.

Natural space plasma is composed of electrons and positively charged atoms called ions. The plasma is generated by energy from solar radiation and high energy particles emitted by geomagnetic storms. The electrons produce a negative current and the ions produce a positive current. Positive photoelectron currents produced by solar radiation of spacecraft surfaces also add to the electrical fluxesi.

HortBase provides the framework for educators in horticulture to easily access and contribute to quality chunks of horticultural educational by computer. The Utah prairie dog is a federally threatened species that occurs only in southwestern Utah. A large proportion (65%) of the total population of Utah prairie dogs occurs in Iron County, and a high percentage (86%) of those (2,456/2,843 in 1997) occur on privately owned lands. Population growth in Iron County has averaged more than 6% over the last five years, and is expected to continue at least at the same pace, and possibly as high as 10% (Colgan 1997). Changes in the abundance, diet, and daily ration of adult and sub-adult Bear Lake sculpin (Cottus extensus) were investigated seasonally along a littoral to profundal transect in Bear Lake to determine if or when sculpin were food limited. During different seasons, sculpin migrated inshore or offshore. These were most pronounced for age 1 + sculpin, 35-55 mm in length. This age class was most abundant in the littoral zone, particularly in August. The migrations of age two and older sculpin were less pronounced, and most of these fish were located in the profundal zone (>30 m). The …

Making best use of water resources requires coordinating use of groundwater and surface waters--conjunctive use. Conjunctive water management is important on the regional (watershed or aquifer), water district and field scales. Goals might differ for the different administrative levels. A regionally optimal water management strategy is not necessarily optimal for water district managers and individual farmers. Interactions between levels are affected by laws, regulations, traditions and public pressure. To help each organizational level develop water management strategies that best achieve its goals, computer simulation/optimization (S/O) models are useful. Pinyon-juniper woodlands occupy about 18 percent (7.1 million ha, 17.6 million acres) of the land area of the Great Basin (Tueller and others 1979). The associated tree species are found over a wide range of environmental conditions extending from communities representative of the upper fringes of the Mohave Desert to communities found at the lower fringes of high mountain forests. Over this spatial and elevational range, communities associated with pinyon-juniper woodlands are highly variable, with complex distribution and compositional patterns. The Utah Division of Wildlife Resources (UDWR), under an agreement with the U.S. Department of the Interior, began work in March 1994 to develop a study plan for a statewide inventory of sensitive species and ecosystems. Activities enumerated in the plan include (1) completing a literature review for vertebrate, invertebrate, and plant species, (2) conducting field studies on sensitive species identified in the plan, and (3) using information obtained from the literature review and field studies to enhance UDWR's central database. On five of eight observation nights during the 1996 SEEK (Sporadic E Experiment over Kyushu) campaign, Japan, unusual “wave‐like” structures were imaged in the 630 nm thermospheric nightglow emission. Four of these events were observed to travel towards the southwest, providing new evidence in support of recent theories describing the coupling of medium‐scale gravity waves into the mid‐latitude F region ionosphere. Available ionosonde data and the visual characteristics of the wave structures indicate no association with the occurrence of mid‐latitude spread F or F region upwellings.
