The purpose of this study was to constrain estimates of the kinetics of gas transfer across the air-water interface as well as quantify the net flux of carbon between southern Green Bay (1635 km²) and the atmosphere.

In 1994 and 1995, over 3500 measurements of surface water CH₄ and CO₂ were made using a continuous sample disk equilibrator. For most single parents who are expected to work full-time under current welfare policies and who have children needing child care, use of a car is the most practical means of transportation. The difficulties of getting to the child care provider, then to work, back to the child care provider and home contribute to job retention problems, particularly for single parents lacking a family car or a valid driver's license. One of the critical concerns facing parents seeking employment is provision of adequate care for their children while they are at work. Employment and Training Institute surveys of central city Milwaukee female job seekers identified lack of child care as a primary barrier to employment, and a recent assessment of AFDC mothers with very young children found that most needed help finding and financing child care. This report examines the employment patterns of private companies in the Milwaukee metropolitan area with 100 or more employees, utilizing computerized summaries of EEO-l annual reports filed with the U.S. Equal Opportunities Employment Commission. Each year these companies are required to report on their total labor force, minorities and women employed by nine occupational groupings. The data are provided to identify occupational shifts, progress toward a diversified labor force and challenges facing Milwaukee area employers and workers. In the last few years there have been several dramatic changes at the state and city level regarding housing and welfare policy. This report documents the results of a survey of 90 non-profit organizations involved in housing and social service in Milwaukee. The survey was designed to assess the impacts of these policy changes on housing and organizational needs for non-profits, as well as to assess opportunities for university-community collaborations to address these needs.
