The legalization of cannabis has been a controversial topic within the last two decades in many developed states. The legalization brought medicinal benefits, economic opportunity, and a projected decrease in organized crime. It has, however, also prompted new challenges for different levels of government. In Canada, legalization was a federal decision that was then regulated by provincial governments. However, local governments were on the receiving end of both federal and provincial legislation and regulations that often restricted municipal autonomy with respect to cannabis.

Background
This study describes the design, optimization, and stress-testing of a novel phytocannabinoid nanoemulsion generated using high-pressure homogenization.QNaturale®" role="presentation">QNaturale®, a plant-derived commercial emulsifier containing quillaja saponin, was used to stabilize the lipid phase droplets in water. Stress-testing was performed on this nanoemulsion in order to evaluate its chemical and colloidal stability under the influence of different environmental factors, encompassing both physical and chemical stressors.
Methods

Recreational cannabis was legalized in Canada on October 17, 2018 and has created new business and income for the country. Focusing on Ontario, this paper analyzes how the province failed to benefit from legalization during its first year. As a result of the change in provincial government—which led to ineffective sales models, delays, and financial losses—Ontario has failed in cannabis legalization. Using the theory of federalism, this paper explores the division of power within Canada’s levels of government and its impact on cannabis legalization and sales. While the association between cannabis use and verbal and working memory impairment is well documented, the relationships between cannabis use and autobiographical memory are less understood. This study investigated the relationship between cannabis use and two phenomenon associated with autobiographical memory: the fading affect bias (FAB) and memory specificity. The FAB occurs when the intensity of affect associated with negative memories fades faster than the intensity of affect associated with positive memories. Memory specificity refers to the level of detail with which an event is recalled (with more details signifying more specificity). Few studies have examined the relationships between substance …
