Since peacebuilding was introduced as a strategy for the international community to deal more effectively with intra-state conflict, it has become recognized as a complex and expensive process of change, demanding collective action. The international 'partnership' of peacebuilding that has emerged is examined in the context of justice sector development in Haiti. Issues that tended to complicate the peacebuilding process, and impact on the success of the intervention: multilateralism and donor self-interest, the need of systems development, the role of the civil sector, success measurement, and sustainability of programs, are discussed.
