Disability & Aging
This study sought to determine the Medicare and Medicaid costs experienced by dual eligible older adults in Maine for whom Maine Adult Protective Services (APS) substantiated allegations of elder financial exploitation and to compare them to those of Maine’s general older population. The analysis is an important step forward in estimating the medical costs associated with elder abuse.
Elder financial exploitation may result in significant public burden on Medicare and Medicaid, shouldered by taxpayers. Efforts to detect, investigate, prosecute, and mitigate this abuse will benefit not only the victims, but also the financial stewardship of these public programs.

In 2019 and beyond, Maine policymakers will make decisions about how to support Maine’s youth, families, and communities. Youth involved in the justice or child welfare system that are transitioning to adulthood (ages 14 to 25) are a particularly vulnerable and underserved population. Approximately fourteen thousand young people in Maine between the ages of 16 and 24 are disconnected from school and unemployed, and roughly three thousand of these youth will face homelessness or will return to communities from outof- home treatment, confinement, or multi-system involvement ranging from days to years. At eighteen, some face a chasm of service availability …

The authors estimate migration flows of women in the 1990s at a global scale and provide a description of these migratory movements. The authors produce these data combining the 2011 World Bank Global Migrant Stock Database and state-of-the-art techniques to estimate migratory flows from stock data. The authors examine these flows in light of the global demand for care workers in the 1990s, showing that migration flows of women in that decade map onto the global care chains discussed in the qualitative literature. The data show that feminized migration flows in the period under analysis have a strong regional component. …

Purpose
Evaluation of the impacts of SROs is necessary to facilitate dialogue about whether school-based policing is a strategy that communities want to continue employing to achieve the results they are seeking. The purpose of this study is to begin examining how SRO programs are functioning in Maine public schools by offering:
• A summary of national research on documented impacts of SROs and best practices for SRO programs;
• A review of the training and policies that guide SROs’ and schools’ responses to students; and
• A snapshot of school-based policing in Maine from the perspectives of stakeholders who …

Building on work to date and research that underscores the need for an integrated, cross systems continuum of care, The Maine Youth Road Map Project will provide policymakers and communities with a roadmap that will:
• Examine how youth outcomes are shaped by structural place based factors across Maine’s sixteen counties and local communities.
• Identify specific system populations and places for equitable investments to improve outcomes.
