On October 17, 2016, the Maine Health Access Foundation (MeHAF) released a new research brief developed with the University of Southern Maine that found significant inequality in the ability of people in Maine to access quality health care. The authors, Barbara Leonard from MeHAF and Erika Ziller from the USM Muskie School, found that income, age and education are all closely associated with Maine people’s ability to receive appropriate and timely health care. The focus of this workshop is the often overlooked day-to-day wearing down of people in oppressed groups as recipients of microaggressions. While most who are sympathetic to this problem know what a microaggression is, faculty, staff and students tend to fear addressing such aggressions. They simply may not know how to do so effectively. In this hands-on workshop participants will grapple with specific scenarios and be invited to try out different communicative responses and other tools to work toward creating a more inclusive climate for all. Our current project, which includes a partnership between the University of Southern Maine, the University of Maine, the VLMP and the Maine Department of Environmental Protection, seeks to assess the vulnerability of Maine lakes to water quality decline. As part of this study, the University of Southern Maine and the VLMP engaged in a survey of lake associations and VLMP monitors across a study sample of twenty four lakes to examine their role in data collection, monitoring, and conservation management vis-à-vis lake stewardship. Created by the Affordable Care Act (ACA), Consumer Operated and Oriented Plans (CO-OPs) are private, non-profit health insurers that were designed to increase insurance plan choice and lower premiums in the Health Insurance Marketplaces. Early analyses of the ACA suggested that CO-OPs may be particularly beneficial for rural communities, where fewer individual and small group health insurance options have traditionally been available.

In 2015, the Maine State Legislature’s Joint Standing Committee on Education and Cultural Affairs commissioned the Maine Education Policy Research Institute (MEPRI) to study the state’s Essential Program and Services (EPS) K-‐12 education funding model in relationship to the funding for Maine’s two virtual charter schools. The study was initiated with a review of available literature and reports on virtual school funding in other states. In a shift away from institutional long term services and supports (LTSS), the federal government and states have pursued an array of strategies for expanding access to home and community-based services (HCBS) over the past few decades. Yet, little is known about variations in the availability or use of Medicaid HCBS within states, across rural and urban areas. This study used the national Medicaid Analytical Extract claims data file (2008) to examine differences in HCBS use and expenditures among rural and urban older adult Medicaid beneficiaries receiving LTSS. As part of an on-going effort to monitor the implementation of Performance Evaluation and Professional Growth (PE/PG) systems in Maine school districts, the Maine Education Policy Research Institute (MEPRI) conducted interviews in a sample of four districts to explore lessons learned from initial implementation of the PE/PG systems. This information complements efforts of the Maine Department of Education (MDOE) to collect detailed descriptions of the PE/PG plans from districts through a statewide survey.

This paper reports on the design and implementation of a first-in-the nation project to expand rural veterans’ access to healthcare by establishing a bi-directional connection between Maine’s statewide health information exchange (HIE) and Veterans Administration facilities and centers. The paper reviews key factors that have contributed to implementation challenges and successes and lessons relevant to efforts to create interoperable health IT systems across multiple, complex organizational settings.

The legislative definition of “community schools” is intentionally broad and anticipates the possibility that community schools might vary significantly in their locally-developed goals and intervention programs. The needs of students and their families may vary by community, as does the array of existing resources available in the surrounding area. This leads to a broad set of possible strategies that may imply different expected outcomes and evaluation processes.

Recent research shows that rural children are more likely than urban children to experience certain kinds of adversity. Researchers at the Maine Rural Health Research Center looked at how adverse childhood experiences (ACEs) have affected rural and urban adults. Using data from the Behavioral Risk Factor Surveillance System Assessment, this study found that, while the prevalence of ACEs was comparable in rural and urban adults, over half of rural adults surveyed reported having ACE exposure.Among those with any ACE history, about one quarter experienced four or more ACEs. Policy implications and strategies are highlighted in this brief.

This report summarizes the data for three groups of youth involved with the Department of Juvenile Services between 2008 and 2012. The three groups are as follows:
Diverted youth: Diversion occurs when a referred youth is formally diverted by a Juvenile Community Corrections Officer (JCCO) from the juvenile justice system. Diversion may take the form of an informal adjustment, including sole sanction, or no further action. Youth who are successfully diverted do not continue on through the juvenile justice system. They may, however, be placed back into the justice system if they do not fulfill the terms of diversion.

The purpose of this brief is to review the existing literature pertaining to extended learning time (ELT) programs offered outside the regularly scheduled school day during the school year. The literature points to benefits from both in- and out-of-school programs. In this current year, Phase IV, researchers collected new data from qualitative interviews and document analysis in six case study school districts in Maine, representing a range of demographics, geographic regions and implementation stages. Three of these districts had been involved in at least one year of Phase I-III of this study, allowing for exploration of ongoing implementation practices and comparing perceived challenges and benefits from initial implementation to later stages. Findings suggested that Maine's proficiency-based high school diploma mandate had mobilized PK-12 collaborative professional work, but there was an evident need for even greater professional time for full systemic …

Alewife Brook in Cape Elizabeth, Maine is a small coastal stream, approximately 1.2 miles long, that runs from Great Pond to Casco Bay. Alewife Brook’s primary source is Great Pond, a 171 acre water body with a mean depth of four feet and a maximum depth of five feet (Maine DEP). Historic documents and anecdotes from local residents indicate that in past decades, the system has supported enough alewives (Alosa pseudoharengus) that local lobstermen harvested the anadromous fish during their annual migrations to Great Pond to spawn, for use as bait.

This study examined the prevalence of non-medical use of pain relievers and heroin in the past year in rural and urban areas and the socio-demographic and economic characteristics associated with their use. Additionally, we examined opioid use by age at first use as well as dependence and abuse; treatment history and perceived need for treatment; use of alcohol and other drugs; perceived risk of using drugs and availability of drugs; problems resulting from the use of drugs; driving under the influence; and illegal activities and arrest records.

More than 4,000 Rural Health Clinics (RHCs) serve the primary care needs of rural communities, and are therefore an important source of primary care and other essential health services for rural residents. Maine has been recognized for its recent progress in improving the lives of person with brain injury within the state. This report is the third brain injury report over the past ten years as Maine continues in its efforts to understand the service needs of persons with brain injury, broaden awareness of the impact of a brain injury, improve treatment options, and ultimately prevent brain injuries, especially in vulnerable populations. The information gained through a survey and through focus group discussions provides further context for upcoming brain injury policy decisions and resource allocation. To respond adaptively to change organisms must utilize information about recent events and environmental context to select actions that are likely to produce favorable outcomes. We developed a dynamic delayed nonmatching to position task to study the influence of spatial context on event-related activity of medial prefrontal cortex neurons during reinforcement-guided decision-making. We found neurons with responses related to preparation, movement, lever press responses, reinforcement, and memory delays. Combined event-related and video tracking analyses revealed variability in spatial tuning of neurons with similar event-related activity.
