This paper will examine the development of joint ventures under the FCMA, the legislative and regulatory measures designed to control these ventures and the procedures for establishing a joint venture. More recent developments in joint venture policy will be examined, including the controversy over squid joint ventures on the East Coast, to determine what the objectives are and what current policy is regarding join ventures. The debate between harvesters and processors will be put forth as a way of summarizing the costs and benefits of joint ventures to the industry as a whole.

Nowhere is this more evident, perhaps than along the nation's barrier beaches. Rhode Island, while not suffering nearly from the degree of development on its barrier beaches as other states, is no exception. Economic pressures brought to bear have forced federal, state, and local governments to grapple extensively with this issue. This study is undertaken to show the impact of the international law aspects of the Law of the Sea Treaty as they relate to the U.S. failure to sign the Treaty. The U.S. has embarked on a course of action, by its refusal to sign the Treaty, that can have major impact on day-to-day national policy issues as they relate to international law governing a state's behavior. The U.S., in refusing to sign the Treaty because of the deep seabed provisions, and yet claiming other provisions as reflecting customary law, is probably correct as viewed in today's realities.

Decline in military useful ships is one indication of the general decline in the U.S. merchant marine since the massive Liberty and Victory programs of World War II. As the statistics in Part II will show, the U.S. flag merchant marine is facing possible nonexistence if a resurgence is not realized within this decade. Numbers of ships is only a small part of a complicated problem, however. A more serious question is the idea of a militarily useful hull.

Daily there are hundreds of United States Navy vessels operating in foreign, international and domestic waters. The knowledge of admiralty law possessed by the officers on these vessels is extremely limited. Prospective Commanding Officers of Navy vessels are trained in areas of international and maritime law, but not in cases involving admiralty. If a United States naval vessel is involved in an admiralty incident, the only recourse the Commanding Officer has is to contact his superior and wait for word from the Staff Judge Advocate representative. The signing of the United Nations Conference on the Law of the Sea (UNCLOS) Treaty was the maturation of an idea that was born thirty-six years ago. That treaty placed into effect the 200 mile exclusive economic zone (EEZ). A universal 200 mile EEZ could be a death knell for the high-seas fishing fleets we know today as the majority of the major fishing grounds lie within 200 miles of the coast. The purpose of this paper is to identify, with particular emphasis on federal maritime policy, the reasons why the merchant marine and maritime industry of the United States have so dramatically declined in size, capacity, and competitiveness in recent years.Current and proposed government policy, particularly that of the Reagan Administration, will be examined along with viewpoints of representative maritime industry sectors to assess the prospects for solving the problems that plague the merchant marine. A photoelastic investigation of high speed crack propagation and branching in a brittle polyester material called Homalite 100 was conducted for both uniaxial and biaxial loading conditions. Cross type specimens were loaded in a specially designed loading fixture where loads perpendicular and parallel to the crack could be controlled independently.

Exclusive fishery management jurisdiction between three and twelve nautical miles from the coast was granted to the Federal government by Congress in 1966. No federal regulations governing fishery management were ever promulgated, however. In 1972 an attempt was made to establish management regulations. Regional councils were formed to discuss industrial, managerial and scientific problems associated with fisheries within the territorial sea. Their success was limited. Not until the Fishery Conservation and ManagementAct of 1976 (PubIc Law 94-265) was enacted did a sound management structure exist at the federal level for fisheries regulation. Recently, after several decades of negotiations, the United States, acting through the President, opted not to sign the United Nations Law of the Sea Treaty. In the aftermath of this decision those individuals involved with marine affairs are beginning to examine the Treaty's separate provisions to ascertain those which the U.S. may embrace under the auspices of customary international law. An experiment was performed to assess how gender, race, and socioeconomic status influence self-disclosure. These three factors were investigated by having the participants rate their degree of self-disclosure to each parent and to a male friend and female friend. The Jourard Self-Disclosure Questionaire was used.
The subjects consisted of eighty college students: twenty white males, twenty while females, twenty black males, and twenty black females. All subjects were enrolled at two Rhode Island College and were tested in a group by an examiner of the same sex and race.

This research was undertaken to examine the role-taking construct as being a composite of two different component abilities, interrelating multiple elements and controlling the self. Each of these abilities was examined developmentally, and in relationship to social acceptance, intelligence and socioeconomic status. Developmental psychologists have stated that role-taking is an important social-cognitive ability for appropriate social behavior and peer acceptance. In a similar manner, research has linked a delay in role-taking ability to peer acceptance problems in certain populations. In this study, the multidimensionality of role-taking and its relationship to social acceptance in normal elementary school population is examined.

The performance of five methods for determining the number of components to retain (Horn's parallel analysis, Velicer is MAP, Cattell is SCREE, Bartlett's test and Kaiser's eigenvalue greater than unity) was investigated across seven systematically varied factors (sample size, number of variables, number of components, component saturation, equal or unequal numbers of variables per component, and the presence or absence of unique and complex variables). Surface methods of electrical resistivity measurement are used to detect a layer of salt-polluted groundwater within a crystalline bedrock aquifer. Fractured, schistose bedrock overlain by a 15 ft (4.6m) thickness of jointed till has been polluted by runoff from a storage facility for road salt in Little Compton, Rhode Island. Conductivity measurements in two bedrock monitoring wells on the site confirm the existence of highly mineralized groundwater in the bedrock aquifer. Interpretations of two vertical electrical sounding (VEST) curves obtained slightly up-gradient topographically from the pollution source show that a 160-177 ft (49-54 m) thickness of bedrock is polluted while …

With a 1980 population of 27,069, the Town of Cumberland contains 28 square miles (17,856 acres) in area. The triangular-shaped town is located in the extreme northeast corner of the state and is bordered by the Commonwealth of Massachusetts to the north and east; the Cities of Central Falls and Woonsocket to the south and northwest, respectively; and by the Blackstone River which forms the town's western border (see Figure 1) .

An oil spill model developed at the University of Rhode Island was used to hindcast the Ixtoc 1 oil well blowout using three pairs of wind and current field inputs. The sensitivity of the model trajectory predictions to these environmental inputs is discussed and comparisons made to overflight field data collected by the United States Coast Guard and National Oceanic and Atmospheric Administration. Oil mass balance model predictions and field data derived mass balance estimates are compared for sea surface, water column, and atmospheric partitions. Sediment populations were tested for metal resistance by the spread plate method on Trypticase Soy Agar (TSA) amended with 50 ug/ml of Hg, Cd, Pb, Sn, or Zn. Those metals that were found in high concentration in Pawtuxet River sediment (i.e., Pb, Sn, and Zn) were less inhibitory to the sediment population than either Hg or Cd, present only in low amounts. Metal content of the Pawtuxet River sediment was determined by atomic absorbtion spectrophotometry. Several sediment isolates were selected and resistance patterns to the five metals were determined by the replicate method. A wide range of resistance was found …

This thesis examines the integration of Eskimo norms and roles in Northwest Alaska, with particular emphasis on the changing roles of women. The hypothesis states that changes in Eskimo norms and role relations are influenced by Western social factors that impede traditional Eskimo adaptive processes. The principal methodology utilized was participant observation, which involved observation and participation in the full range of summer subsistence fishing, hunting and gathering activities and other elements of women's daily social and economic life in a small Eskimo village, Kiana, during the summer of 1976. Various stage models have been proposed as a means of organizing and understanding the construct of moral reasoning. Kohlberg’s (1976) simple stage model is the most rigid application of structuralism as he suggests that moral reasoning is based almost exclusively on the structural capacities of the reasoner. Significant criticism has been levied against this model as it has not fared well under scientific scrutiny. Rest (1979) has extended Kohlberg’s paradigm in his design of a complex stage model.
