The governance of the global economy is in a constant state of change. Since the creation of the Bretton Woods system, the International Monetary Fund has had to pursue a series of reforms to meet the changing demands of the international monetary system. At times, the Fund's institutional design has been adjusted to reflect the rise and decline in economic fortunes of member states. Other times the Fund has been resistant to change. This thesis traces the transformation of two cities in the American West: Albuquerque, a medium-sized metropolitan area in the generally low-population state of New Mexico, and Livermore, California, a relatively small town on the fringe of the massive San Francisco Bay Area metropolis. The federal government built nuclear weapons labs in both places after World War II, and as a result, they encountered phenomenal growth. This is not surprising, as authors such as Peter Hall and Ann Markusen have argued that federal installations in the postwar years affected the economies of many western cities. The purpose of this investigation was to evaluate the effects of using a token economy approach to increase the performance in solving algebra homework quizzes for two high school boys. The program included tokens that could be redeemed for candy or extra credit points to encourage the students to try harder to check over their answers on homework quizzes before handing them in to be graded. Permanent product was used to record the scores of the homework quizzes and a comparison of baseline data and intervention data was done with a reversal design.
