River recreation in protected areas throughout the United States is increasing at a rapid pace, thus increasing stresses on river environments and the agencies that manage them. River recreation use allocation systems have been implemented, often in the form of permitting systems, to reduce impacts and distribute use among recreationists. However, these allocation systems are typically studied in the context of user preference, manager preference, and economic and policy considerations, thus it remains unclear to what degree these studies have addressed the concepts of equity and fairness within these systems.
