Malaysia In The Global Economy: Crisis, Recovery, And The Road Ahead, Daniel E. Charette

This article offers an analysis of contemporary economic development in Malaysia, focusing especially on the causes and consequences of the 1997 Asian Financial Crisis. Malaysia offers an excellent case study in international development due to its role as an export-dependent developing country with a high degree of integration in the global economy. In attempting to determine why Malaysia was enveloped by a financial crisis in July of 1997, a two-level political economy approach is used to separate international policy influences from domestic influences. The article portrays the passage of the Higher Education Act of 1965 as a watershed event, much like the Morrill Land Grant Act and the G.I. Bill, in the history of opening higher education to a broader range of citizens. What had once been a largely private enterprise for the elite became an increasingly public commitment to make a college and university education accessible to anyone qualified to take advantage of the opportunity. There is rarely a perception in colleges and universities that everyone owns the financial plan. Deans, department chairs, and division heads are most concerned with their own budgets, rather than the aggregate. Mythologies about how the academic and financial sides of the house operate create artificial divisions and compromise the development of shared responsibility. Driven by myth, each side tends to view the other as a threat to its values and priorities. These views often stereotype the other in ways that become self-fulfilling prophesies. In the Fall of 1983 the John W. McCormack Institute of Public Affairs asked a number of experts in various fields from within and outside the University to prepare an analysis of the major policy issues facing the City of Boston in 1984.

In December 1983, the Boston School Committee and City Council, in separate half-day seminars, came to the University for discussions on the issues identified. At the same time, the papers prepared were delivered to the transition teams of the Flynn Administration. This report briefly summarizes the major findings of the effort.

This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.

Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities.
