Myths and assumptions about creativity often lead us to believe that creativity is innate. Researchers find though, that we develop creative skills like any other ability, through opportunity, encouragement and practice. They also believe that most people fail to reach their creative potential, not because of lack of ability, but lack of opportunity. In this paper, I studied how creativity functions (specifically in terms of my own painting practice) and how it can be applied more flexibly. Massachusetts students of limited English proficiency do better academically than students of limited English proficiency in other states. But relative to other students in the state, students of limited English proficiency in Massachusetts face a disadvantage greater than that faced by their peers in most states. This suggests that while the overall higher levels of education in the state benefit LEPs in Massachusetts relative to LEPs who attend schools in states where the quality of education is lower, current policy and practice leads to significantly greater inequality in this state. RISES conducted a shoreline change study in order to accurately map, quantify, and predict trends in shoreline evolution on Rainsford Island occurring from 1890-2008. It employed geographic information systems (GIS) and analytical statistical techniques to identify coastal hazard zones vulnerable to coastal erosion, rising sea-levels, and storm surges. The 11-acre Rainsford Island, located in Boston Harbor, Massachusetts, consists of two eroded drumlins connected by a low-lying spit. Settled by Europeans in 1636, the Island was later used as the Harbor’s main quarantine station. Previous archeological surveys have identified numerous historically sensitive sites dating to before the Revolutionary War period, including …

The field of ecological economics includes both economic analysis on the one hand, and discussions of normative values and visions for society, on the other. Using feminist insights into cultural beliefs about the relative “hardness” and “softness” of these two sides, this essay discusses how ecological economists can use this unique “between” space in order to better inform policy. The current crisis of global climate change, it is argued, requires that economists move beyond modeling and measurement, while ecological thinkers need to re-examine beliefs about markets and profit.

The Wagner-Peyser Act of 1933 established a nationwide system of public employment services, known as the Employment Service. Wagner-Peyser funds are a primary source of funding for the services of One-Stop Career Centers that provide employment services available to all people, including people with disabilities. This data note examines trends on a national and state-by-state basis in the number and percentage of job seekers who self-identified as having disabilities who register for Wagner-Peyser Employment Services.

Impact Of High-Order Surface Plasmon Modes Of Metal Nanoparticles On Enhancement Of Optical Emission, Greg Sun, Jacob B. Khurgin, C. C. Yang

We consider the impact of high-order surface plasmon modes supported by the metal nanoparticles on the efficiency enhancement of optical emission. Using the example of Au nanosphere embedded in the GaN dielectric, we show that for an emitter with certain original radiative efficiency, placing the emitter too close to the metal sphere does not always produce additional enhancement. Thus our model provides analytical treatment of the luminescence quenching and can be used to optimize both nanoparticle size and its separation from the emitter to yield maximum enhancement.

The inability of homeowners to communicate with holders of securitized mortgage obligations has been a significant barrier to completing affordable loan modifications that might prevent foreclosures or minimize losses and keep more homeowners in their homes. Increasingly, legislators and the courts are looking at mediation as a potential solution to the problem.

In a little over a year, from mid-2008 to mid-2009, more than 25 distinct foreclosure mediation programs were launched in fourteen different states. State legislatures, state supreme courts, and local courts played roles in creating these programs. Mediation is being favored over litigation due to concerns such as …

In 2000 the Athletics & Recreation Department at UMass Boston Implemented a five year strategic plan that would more realistically align sports sponsorship with available financial and facility resources. We reduced the number of sports sponsored from 20 to 14 maintaining 7 sports for women and 7 sports for men. The only sports maintained without a facility were Men’s baseball and Cross Country Track. We eliminated football, swimming and indoor & outdoor track and field for men and women.

The relationship between R&D investments and technical change is inherently uncertain. In this paper we combine economics and decision analysis to incorporate the uncertainty of technical change into climate change policy analysis. We present the results of an expert elicitation on the prospects for technical change in carbon capture and storage. We find a significant amount of disagreement between experts, even over the most mature technology; and this disagreement is most pronounced in regards to cost estimates. We then use the results of the expert elicitations as inputs to the MiniCAM integrated assessment model, to derive probabilistic information about the …

Emerging Leaders Program Team Projects

Eight teams of Fellows from the Emerging Leaders Program (ELP) provided their input and ideas to the newly launched Boston World Partnerships (BWP), from February through July 2009. Last year, our 2008 Fellows learned about the new thinking in corporate social responsibility: get professionals involved by having them contribute their skills to non-profit organizations. Our 2009 Fellows contributed their skills as “thinking partners” with BWP – in the areas of strategic planning, market outreach, competitive analysis, and information technology. The Fellows met regularly with Dave McLaughlin, Yoon Lee, and Eric Schoenfeld from Boston World Partnerships.

The Modernity of Sanskrit by Simona Sawhney ably makes the argument for an ethically vigilant, politically active, and intellectually timely criticism. Sawhney describes the crisis as she sees it, proposes a counter-challenge, and then proceeds to demonstrate how this post-Babri Masjid critical practice (to use her own point of departure) could be realised. It demonstrates the interaction among five categories of problems in precipitating the crisis: wide and widening inequality; persistent and pervasive racism in the provision of housing; treating housing as a speculative commodity; overdependence of housing on debt; public policies that have exacerbated the other factors. This article explores the emergent post-Katrina tourism narrative and its ambivalent racialization of the city. Tourism officials are compelled to acknowledge a New Orleans outside the traditional tourist boundaries – primarily black, often poor, and still largely neglected by the city and national governments. On the other hand, tourism promoters do not relinquish (and do not allow tourists to relinquish) the myths of racial exoticism and white supremacist desire for a construction of blacks as artistically talented but socially inferior.

A ligand-independent cleavage (S1) in the extracellular domain of the mammalian Notch receptor results in what is considered to be the canonical heterodimeric form of Notch on the cell surface. The in vivo consequences and significance of this cleavage on Drosophila Notch signaling remain unclear and contradictory. We determined the cleavage site in Drosophila and examined its in vivo function by a transgenic analysis of receptors that cannot be cleaved. Our results demonstrate a correlation between loss of cleavage and loss of in vivo function of the Notch receptor, supporting the notion that S1 cleavage is an in vivo mechanism …

Over the past several years, the Massachusetts Office of Dispute Resolution and Public Collaboration (MODR) has worked with the Kettering Foundation to establish a Public Policy Institute (PPI) for public deliberation at the University of Massachusetts Boston. In June 2008, the Kettering Foundation invited MODR to join other research partners across the country in a research experiment influenced by Daniel Yankelovich‟s Seven Stages of Public Understanding. The purpose of this experiment is to test how effectively a citizen court process model communicates public opinion on contentious public policy issues to public officials and the media.

Little Compton, Rhode Island has long been considered a stable, isolated and rural location relative to surrounding towns and cities. A geophysical and archaeological examination in the front yards of the Wilbor house and Brownell farm was undertaken in order to gain a better understanding about how residents of the town maintained stable, rural lifeways during the period of industrialization and urbanization that characterized the rest of the state in the late 18th and early 19th centuries.
