Institute Brief: Developing Interagency Agreements: Four Questions To Consider, John Butterworth, Susan Foley, Deborah Metzel
The Institute Brief Series, Institute for Community Inclusion
Recent legislation emphasizes collaboration between state agencies. A good interagency agreement is one tool that can assist collaboration and promote systems change. Researchers offer four important considerations for an effective agreement and a worksheet for agency personnel.
Terahertz Gain In A Sige/Si Quantum Staircase Utilizing The Heavy-Hole Inverted Effective Mass, Richard A. Soref, Greg Sun
Terahertz Gain In A Sige/Si Quantum Staircase Utilizing The Heavy-Hole Inverted Effective Mass, Richard A. Soref, Greg Sun
Physics Faculty Publications
Modeling and design studies show that a strain-balanced Si1−xGex/Si superlattice onSi1−yGey-buffered Si can be engineered to give an inverted effective mass HH2 subband adjacent to HH1, thereby enabling a 77 K edge-emitting electrically pumped p–i–pquantum staircase laser for THz emission at energies below the 37 meV Ge–Ge optical phonon energy. Analysis of hole-phonon scattering, lifetimes, matrix elements, and hole populations indicates that a gain of 450 cm−1 will be feasible at f = 7.3 THz during 1.7 kA/cm2 current injection.
Generating Environmental Knowledge And Inquiry Through Workshop Processes, Peter J. Taylor
Generating Environmental Knowledge And Inquiry Through Workshop Processes, Peter J. Taylor
Working Papers on Science in a Changing World
Since the late-1980s many scholars in Science and Technology Studies have accounted for the validity of scientific knowledge or the effectiveness of technologies by discussing the heterogeneous resources mobilized by diverse agents spanning different realms of social action. In the environmental arena such "heterogeneous construction" is, in effect, self-consciously organized through the frequent use of workshops and other "organized multi-person collaborative processes" (OMPCPs). This paper describes my own process of making sense of the workshop form for generating environmental knowledge and further inquiry. This process was catalyzed by participating during the spring and summer of 2000 in four innovative, interdisciplinary …

Brief 10: Lessons On Supporting Change Through Multi-Institutional Projects, New England Resource Center For Higher Education, University Of Massachusetts Boston
New England Resource Center for Higher Education Publications
The New England Resource Center for Higher Education’s (NERCHE) Civic Engagement Cluster1 is a multi-institutional model for strengthening civic engagement in higher education across ten institutions simultaneously. Reflecting NERCHE’s mission to promote community, collaboration, and change in higher education, the Cluster is based on the premise that significant change can be accomplished most effectively through collaboration and communication across institutions. The purpose of this Brief is to pass on some key lessons learned in the pilot year of this project about laying the groundwork for collaboration and improving institutional practice.

Economic Currents: The State Of The State Economy, Alan Clayton-Matthews
Economic Currents: The State Of The State Economy, Alan Clayton-Matthews
Public Policy and Public Affairs Faculty Publication Series
Aggregate economic activity in Massachusetts during the first half of the year slowed to a halt, with declines in manufacturing offset by continued expansion in the rest of the economy. The Massachusetts economy appears to be weaker than that of the nation and may even have contracted during the second quarter.

A Preliminary Survey Of The Sewage Pumpout Facilities In The No Discharge Areas Of Massachusetts, Urban Harbors Institute, University Of Massachusetts Boston
Urban Harbors Institute Publications
This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.
Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study. However, it had been suggested that from CZM’s, DMF’s and EPA’s standpoint, the areas of greatest interest were those …
Left Behind: The Persistence Of Poverty Through The 1990s, Randy Albelda, Donna H. Friedman
Left Behind: The Persistence Of Poverty Through The 1990s, Randy Albelda, Donna H. Friedman
Economics Faculty Publication Series
The Commonwealth’s economic growth over the past decade has led to more jobs and an increasing median income, but the rising tide has not lifted the boats at the bottom. The bottom 20 percent of the Commonwealth’s families with children have not found relief. Growth in earnings has been almost completely offset by the loss of public support, which in turn has strained the private sector’s emergency support system. Poverty rates for families have dropped only slightly, child poverty rates and the percentage of families who are very poor have increased, and the need for emergency housing and food services …
Brief 9: Practices And Policies For Dealing With Students With Mental Health Issues, New England Resource Center For Higher Education, University Of Massachusetts Boston
Brief 9: Practices And Policies For Dealing With Students With Mental Health Issues, New England Resource Center For Higher Education, University Of Massachusetts Boston
New England Resource Center for Higher Education Publications
One of higher education’s crowning achievements is that colleges and universities are currently educating many groups of people who have been denied access to this resource in the past. A growing percentage of the new population of students arrives on campus with unique mental health needs, which until now campuses have been largely unprepared to accommodate. This new student profile may be more familiar to Student Affairs’ offices, but the educational implications extend to the whole campus. Members of NERCHE’s Student Affairs Think Tank discussed this topic at one of their meetings and offer the following insights.

Flower Power: Lucile Belen And The Politics Of Integrity, Marcy Murninghan
New England Journal of Public Policy
Those who decry the character and quality of our political leadership — usually for good reason — often fail to present us with an alternative, or remind us of those whose public trust has been both well earned and well served. This article does the latter, profiling Lucile Belen, a Midwestern politician who has carried on a legendary family tradition of service that continues to inspire. Her entire life has been lived in democracy’s shadow, working to improve her community as a politician, businesswoman, and civic leader. In many respects, it is also the story of the evolution of public …

Raising Spirit In Institutional And Public Life, Jeff Coolidge
Raising Spirit In Institutional And Public Life, Jeff Coolidge
New England Journal of Public Policy
This article covers spirit and its role in invigorating and maintaining our institutions. It tracks the origin of spirit and describes the role of spirit in organizations along with its manifestations: vision and mission, each of which, the author explains, must be clearly defined and kept separate to maintain organizational spirit and effectiveness. He makes the case that spirit can be assessed and nurtured and considers it important for funders and other interested parties to do so. Such assessment must identify elements that could corrupt this spirit. While focusing on nonprofit institutions, he demonstrates where spirit and its effects are …

Redistricting On Beacon Hill And Political Power On Capitol Hill: Ancient Legacies And Present-Day Perils, Richard A. Hogarty, Garrison Nelson
New England Journal of Public Policy
This article discusses legislative reapportionment and past efforts to manipulate district lines as far back as the legendary Elbridge Gerry in the early nineteenth century. Specifically, it deals with what political history has to tell us about the current furor over House Speaker Thomas Finneran’s proposed congressional redistricting. More than any other state in the Union, the Massachusetts lawmakers in the U.S. House of Representatives have enjoyed disproportionate power as a result of a bipartisan strategy of incumbency protection dating back to the 1940s. That power may be in jeopardy if Speaker Finneran implements his plans to create a new …
Gender Politics In Massachusetts: Progress For Paid Family Leave, Elizabeth A. Sherman
Gender Politics In Massachusetts: Progress For Paid Family Leave, Elizabeth A. Sherman
New England Journal of Public Policy
Advances in the educational and occupational status of women in the United States over the past quarter century have greatly expanded the participation of women in the workforce. However, economic and social changes in women’s lives have put pressure on traditional family roles and on the political system to respond to the problems families face balancing work and family responsibilities. Initiatives for paid family leave in Massachusetts reflect the newfound political strength of women in politics — as leaders of political organizations, as elected officials, and as voters — and the willingness of the state’s political elite to grapple with …

Research To Practice: The Extent Of Consumer-Directed Funding By Mr/Dd State Agencies In Day And Employment Services, Deborah Metzel
Research to Practice Series, Institute for Community Inclusion
Individual control over service delivery and life choices is well established as a value in supports for individuals with developmental disabilities. One strategy for expanding choice is mechanisms that allow consumers to direct their funding. This brief reports on the prevalence of these options in state MR/DD agencies for 1999.

A Children's Realm: An Experiment Using Life-Sized Manipulatives To Expand Exploring And Learning Opportunities For Children, Robert E. Drake Iii
Critical and Creative Thinking Capstones Collection
In this synthesis I describe a "Children's Realm" in which middle school children can safely explore and interact with a variety of physical phenomena typically reserved for the adult world, such as building and driving a car. A Children's Realm is an experiment. It is an attempt to not only design, but engineer a unique environment for middle school students to explore and learn. It is based on providing the complex tools I feel children need to do this kind of learning on their own. These complex tools I call Life-Sized Manipulatives or simply LSM. I highlight the importance of …
