In order to achieve gender equality, it is critical to resurrect women’s interests as a driving force in the formulation of workforce development policies and programs. Current workforce strategies are centered on helping economically disadvantaged individuals gain employment in high demand industries that offer opportunities to earn family-sustaining wages. Yet many of these high-growth industries consist of male-dominated occupations, which provide lower earnings and advancement potential for women. Because women continue to be channeled into lower-paying fields, demand-driven workforce policies may result in lower earnings for women. A broadly diverse faculty is critical to MIT’s educational mission, and significant efforts have been made to achieve a faculty whose diversity reflects that of the students we train. To assess the success of some of these efforts, I examined the percentage of women faculty in the Schools of Science and Engineering over time. This essay addresses a serious deficiency in the literature on women and politics in the United States today: the lack of attention to regional variation and, more specifically, the absence of research on women’s representation in New England. Statisticians point out that women do not yet have quite as many years’ experience in the workforce as men have. It’s true that for the generation that began working in the 1960s, fewer women than men have a steady forty or fifty years of on-the-job experience. So maybe there should be a gap of a few pennies (at most!) to reflect that slight disadvantage. But not 23 cents’ worth! Women are significantly poorer than men in old age. One major cause of women’s disproportional poverty is retirement income policy that bases pensions and savings incentives on earned income. This paper describes the structure of our retirement policies and argues that some policies should be implemented that are not associated with earned income as a way to both support women’s caregiving roles and insure their economic well-being in old age.

Women are now the majority of students in institutions of higher education in the United States, and in many ways women as students and faculty have seen significant progress. But numbers do not tell the whole story. Subtle forms of discrimination continue to exist, and the higher up the pyramid you go, the fewer women are to be found, whether among tenured faculty, as presidents and provosts or as board members and board chairs. This article examines possible reasons why women are still not making it to the top in the hard sciences in academia. It considers two major difficulties that women face. The first concerns the psychological nature of women, which is alleged to be unsuited to the competitive and aggressive mindset considered necessary for scientific achievement. In the last few decades, an unprecedented number of women with children have entered the U.S. workforce. The ability to negotiate the roles of parent and employee is important to the health and financial well-being of these women and their families, but institutional and social barriers impede the process. Published by the group of women soon too become the Boston Women’s Health Book Collective, it was advertised solely by word of mouth. Successive newsprint editions reached a quarter of a million people in the United States through colleges and an extensive network of “underground” bookstores. While Community Action Agencies’ original mission of serving the poor has changed little over the last three decades, government commitments to the poor, the population of poor individuals and families, and women’s economic expectations have changed considerably. This article documents the trends in family structure, women’s employment patterns, and poverty policies in Massachusetts between 1970 and 2000. The increase in poor, single-mother families and poverty policies that emphasize employment present dynamic challenges for Community Action Agencies (and others who serve the poor), but also create some new organizing opportunities.

U.S. vaccine policies, to all appearances, are based on assumptions about cost effectiveness, safety, and public health needs. Analysis of the peer review health professions’ discourse about rubella vaccine between 1941 and 1999 challenges this view. There were four justifications for the development of the vaccine: (1) cost-benefit projections about vaccine use versus anticipated birth defects; (2) the desire to prevent “fetal wastage” by vaccinating women; (3) a professional imperative to ensure healthy babies; and (4) a bias among vocal vaccine advocates against “unnecessary” abortion. As Community Development Organizations (CDOs) are the primary vehicle for development in low-income neighborhoods, scholars have begun to examine them in terms of the degree to which they increase citizen participation, increase civic capacity, as well as stabilize and revitalize neighborhoods through the creation of social capital. According to Putnam, civic action requires the existence of social capital; he defines social capital as "norms, trust, and networks." Until fairly recently, poverty and under development were assumed to put all members of affected households - men, women, and children - at an equal disadvantage. Even a cursory review of data on the health status of women reveals striking differences by race. According to data from the National Center for Health Statistics, death rates among Black women from the three leading causes of death (cardiac disease, cancer and cerebrovascular disease) exceed those of white, Asian, Native American and Latina women for each age category from 45-84. With the exception of Black women, the death rates among white women from these diseases exceed those of other ethnic groups of women. Women within and outside the YWCA have been able to move this organization to confront its own racism. Although the strategies and goals for this endeavor took several decades to work out, the organization moved more quickly than other similar institutions. One reason for this movement was the power of women speaking out in an institution that encouraged them to make connections between their faith and their daily lives. Their strategy was a profound commitment to connecting talk and action. They constantly set a context for and educated others to see connections between YWCA rhetoric, ideals, and practices.

A recent report from the National Science Foundation (NSF) indicates that the number of U.S. citizens earning science and engineering doctorates has decreased nearly 5% since 1980. This past summer racial progress in the United States ran head first into the issue of "freedom of association" in the form of private clubs that prohibit membership to "other" folk, i.e., blacks and women. The specific issue in the case of the Shoal Creek Country Club of Alabama was the appropriateness of holding a Professional Golf Association (PGA) tournament at a club that did not accept blacks as members and was so bold as to say so to the press.
