Measurements Of Deuteron Threshold Electrodisintegration: A Probe Of Short-Range Meson Exchange, K S. Lee, W Schmitt, H Baghaei, S Churchwell, R S. Hicks, R A. Miskimen, Gerald Alvin Peterson, K Wang

The threshold electrodisintegration of the deuteron was measured with good energy resolution to a maximum four-momentum transfer squared of 42 fm-2. The data are compared with meson exchange calculations that show sensitivity to the choice of exchange-current form factor, the nucleon electromagnetic form factors, and the nucleon-nucleon potential. While conventional theories can give a reasonable description of the data, comparison of the data with quark cluster calculations shows poor agreement.

Zenia Kotval and John Mullin review the key issues involving local land use decisions and industrial development in Massachusetts. They point out that the cumulative impact of town after town discouraging industrial development has resulted in creating a state where land use is a limiting factor for industrial development and growth. Concurring with recent thinking on economic development, the authors take a strong stance that our future economic well being must be based on a mixed economy where industry and manufacturing are a key player.

Elastic Magnetic Electron Scattering From ' C At Q2= 1 Gev2/C, R A. Miskimen, H Baghaei, M Frodyma, R S. Hicks, K S. Lee, Gerald Alvin Peterson

Electron scattering from C was measured at a momentum transfer of 5.08 fm . No electron events were observed in the vicinity of the elastic peak, giving an upper limit for the elastic cross section of 1.2 x 10 cm /sr with a confidence level of 90%. At this momentum transfer, the square of the elastic M1 form factor apparently continues to fall exponentially with q. Comparison of the data with shell-model calculations indicates that admixtures of 2hu configurations in the C ground state cannot entirely explain the high-q enhancement of the Ml form factor relative to 1p-shell calculations.

A Language-Independent Garbage Collector Toolkit, Richard L. Hudson

We describe a memory management toolkit for language implementors. It offers efficient and flexible generation scavenging garbage collection. In addition to providing a core of languageindependent algorithms and data structures, the toolkit includes auxiliary components that ease implementation of garbage collection for programming languages. We have detailed designs for Smalltalk and Modula-3 and are confident the toolkit can be used with a wide variety of languages. The toolkit approach is itself novel, and our design includes a number of additional innovations in flexibility, efficiency, accuracy, and cooperation between the compiler and the collector.

This article analyzes the impacts of malls on the character and economic base of a community. Based on both applied planning and academic research, it is clear that malls stimulate major changes in the community fabric. It is also apparent that community leaders who have a clear perception that their cities and towns have the potential to attract malls, and prepare for them, will be able to gain far more from their development than those that simply wait and see. Two Kinds Of Training Information For Evaluation Function Learning, Paul Utgoff

This paper identifies two fundamentally different kinds of training information for learning search control in terms of an evaluation function. Each kind of training information suggests its own set of methods for learning an evaluation function. The paper shows that one can integrate the methods and learn simultaneously from both kinds of information.

Major syntheses of Hudson Valley prehistory have ignored archaeological sites located and tested by Dr. Mary Butler as part of the Hudson Valley Archaeological Survey (1939-1940). Since many of the sites were multicomponent and unstratified, investigators believed they could provide little new information on culture history in the region. A careful evaluation of one of the 45 sites investigated by the Survey, the Goat Island Rockshelter, in Dutchess County, New York, demonstrates the potential contribution to knowledge offered by previously excavated collections. How does one era end and another begin? How do people publicly express themselves in a crisis of transition? Improvised drama is one alternative. What follows are some recent personal observations in the form of an essay rather than a research article. The objective of this essay is to give a view of current sociopolitical transformations in Bulgaria. The passage through this period of transition is still incomplete at the time of this writing.

The 1991 Northeast Regional Conference of the Comparative and International Education Society was hosted by the Center for International Education, University of Massachusetts at Amherst on November 15, 1991. The theme of the conference, "the Challenges of International Education in the 1990s: Effectiveness and Excellence," was deliberately made broad in order to encompass a wide range of problems and issues relevant to educators involved in the development of education world-wide.

Staff development has been a central theme for the BANFES project over the past 5 years and training has indeed pervaded every aspect of the project in all its goals, tasks and accomplishments. Trained and confident Ministry of Education (MOE) personnel were considered critical to assure effective systems, procedures, curriculum and materials. It was expected that trained individuals would continue to improve Lesotho's education system.
This report is a review of tasks and accomplishments associated with the coordination of training for a complex and decentralized project which involved over 10 000 participants in 300 activities.

There are no outstanding evaluation recommendations at Component II (NTTC), so I have chosen to report my work by logframe outputs, using the question and answer format developed by the Project Evaluation Office for conducting interviews and collecting data on initiatives which were not otherwise evaluated. The second section relates my work to the relevant contractual obligations. Finally, I attempt to summarize what has been accomplished, and to reflect on the current situation and possible directions for the future.

This paper traces the role of NGOs in development, modernization and capitalism in Indonesia. It offers a typology of alternative NGO structures and paradigms which allows NGOs to transform development, involve people and create a counter-hegemonic movement.
The past two decades have witnessed a tremendous increase in the number of NGOs operating in the Third World. In 1981 Development Cooperation Review estimated that as many as 8,000 well-established NGOs were engaged in relief and development work worldwide. These organizations were providing US 3.6 billion in annual support to development programs, two thirds of which came from private sources. This constitutes …

Since the 1950’s, NGOs have featured prominently in education, development and social change movements in Latin America since the 1950’s. This paper provides concrete examples of the roles NGOs have played in research and development. An analysis of NGO characteristics and a functional typology based on their delivery of services, research focus and grassroots action is provided.
The NGO phenomenon is an emerging reality of great significance to Latin American development processes. This report analyses the education component of the Human Resource Development sector in order to recommend specific activities which take advantage of the capabilities of the Global Coalition for Africa (GCA). The paper looks at four sector-wide options and two sub-sector options, chosen because of the potential benefits from GCA involvement in them.
