The Indian Arts and Crafts Act (IACA) is America’s only federal arts policy. This study explores the IACA and the challenges contemporary prosecution cases identify for arts stakeholders, along with the implementation and effectiveness since the 2010 Act, to understand better the social and public policy implications and challenges for arts stakeholders. A qualitative study using multiple legal case studies, document analysis, and semi-structured interviews, along with an elite theory theoretical framework, anchors the research. It is evident that West Louisville and Rubbertown are experiencing environmental exposures and related health impacts. It is important for environmental justice (EJ) areas like West Louisville and Rubbertown to gain increased awareness, due to EJ areas commonly being overlooked and forgotten about because of unjust treatment and lack of involvement. Furthermore, all of the data used for this project was publicly accessible. An Exploration Of Affective Influences Of Mediation And Instructional Delivery Styles In The U.S. Adult Media Literacy Learning Context, Joe Huber

This dissertation explores how varied delivery strategies may influence college student affective learning in a mediated setting. I employed a hybrid-grounded approach to the exploration of student-participant interviews wherein student-participants engaged with one of two online media literacy learning modules. The results of this study illustrate that students at varying points of their epistemological development (Perry, 1968) may face different affective hurdles depending on how media literacy curriculum is presented. We may anticipate that: (1) students who are less epistemologically developed (those featuring dualistic attitudes) may struggle to receive content, especially in the case where a teacher-centric delivery-style is employed; …

Recent emphasis on environmental justice has highlighted deficiencies in our energy system that produce disparities in accessibility and affordability for the most vulnerable. Meanwhile, the realities of a gradually warming climate and the onset of a global energy crisis (IEA 2022) have coincidently contributed to spikes in both energy prices and demand. These implications threaten to further exacerbate existing disparities for income-constrained and vulnerable populations, enhancing their risk of falling into prolonged insecurity. This dissertation consists of three chapters that study how natural disasters affect households and individuals. The first chapter examines how Kentucky’s housing market responds to changes in flood risk information. The second chapter looks at disproportionate drinking water non-compliance post-disaster. The third chapter studies the effect of flooding events and the national school meals program in Kentucky on education outcomes.

The first chapter examines Kentucky’s housing market response to changes in the Federal Emergency Management Agency’s (FEMA) flood maps and how the responses differ depending on whether an area has been flooded recently. I use Zillow’s ZTRAX property transaction data …

Fossil fuel power plants in Kentucky have some of the highest emissions of greenhouse gasses in the United States. One potential strategy for mitigating greenhouse gasses from electric power generation is the co-installation of Compressed Air Energy Storage (CAES) and a renewable source such as photovoltaic solar electricity generation (PV solar generation). CAES with complementary co-installed PV solar generation enhances stand-alone PV solar generation because CAES power is available at night.

CAES, however, requires both a site where large volumes of compressed air can be stored in the subsurface, and a heat source to prepare the stored air prior to …

This Capstone Project Paper will discuss the potential effects of the BlueOval SK Battery Park being constructed in Glendale, Kentucky based on knowledge attained from open records requests and available publicly online. Based on the process of attaining said information, a Community Guide has been generated and is available to distribute to concerned community members. It is the hope that this work will enable those in Hardin County, and possibly beyond, to ensure their environment and community health are prioritized during the construction phase and eventual operation of the EV-battery manufacturing faciliities on this massive 1,500 acre plot of land.

Risk management is integral to highway project development. Managing risk entails identifying uncertainties which could influence project activities, understanding how they can be mitigated or eliminated, and monitoring risk during project development. Many state transportation agencies have introduced methods for identifying risks, determining whether risks are high impact or low impact, and generating response strategies. These methods are often qualitative or semi-quantitative in nature due to the challenge of quantifying the likelihood of a risk and its effects. These approaches are nonetheless valuable for helping designers and project development teams remain mindful of negative risks which could pose significant hurdles. …

The purpose of this study is to better understand Kentucky youth climate activism. The research questions explore how youth define their climate activism in Kentucky, their Significant Life Experiences (SLE) that motivated them to commit to climate activism, and what challenges and sustains their involvement. This qualitative study utilizes a blended framework of social/environmental positionality and political ecology to analyze 7 semi-structured interviews with participants between the ages 18 to 24 years old who are acting to address climate change in Kentucky. New contributions to the existing body of SLE literature are discussed.

Rural Appalachian communities are overwhelmed with high cancer rates, diabetes, disabilities, and substance use disorder. The challenges in addressing these increase when you factor in workforce shortages and limited funding. The literature documents the effectiveness of coalitions in addressing healthcare challenges within communities. Toxic chemicals are dangerous when exposed directly to humans but are often vital for the production of goods and services. Ethylene Oxide is a carcinogenic gas used as a commercial sterilizer and emitted during the manufacturing process of common household goods. The term fence-line communities describes the residents living adjacent to facilities emitting toxic chemicals into the air. Several predominately minority, low-income fence-line communities in Southern Louisiana are exposed to higher than average levels of Ethylene Oxide from nearby manufacturing facilities. Over forty percent of eastern Kentucky residents are classified as obese. From a biomedical perspective, obesity is linked to a range of chronic diseases, including heart disease, diabetes, and high blood pressure and is caused by particular lifestyle behaviors that lead to an increase in calorie consumption and decrease in calorie expenditure. Urban political ecology research increasingly engages multi-disciplinary methodologies to clarify the role that the botanic plays in creating, maintaining, or subverting ecological geographies of power. Fredrick Law Olmsted intended the forest within Franklin Park to heal the physical degeneration and social disunity he believed resulted from urban living conditions but instead the forest within Franklin Park has grown in contexts of increasingly complex environmental and racial difference.
