The Convention of International Trade of Endangered Species of Wild Fauna and Flora (“CITES”) is praised as a successful international treaty in protecting and preserving endangered species. However, the effectiveness of CITES is reliant upon member States enforcing and implementing CITES provisions. Colombia has enacted laws implementing CITES but has experienced an increase in the number of endangered species despite these laws.
