Reframing The Federal Election Commission: A Nonpartisan Solution, Abby Evans

The Federal Election Commission (FEC) is known for its dysfunction: political gridlock, insufficient funding, and vacancies that hinder enforcement of campaign finance law. This study suggests the root of the problem lies in the agency’s character as a bipartisan institution, and proposes a nonpartisan reframing. This research offers statistical analysis of Supreme Court justice confirmation votes to inform a theory-based restructure of the FEC. The Court’s confirmation process has historically utilized a supermajority cloture vote, however, that threshold was lowered to a simple majority in 2017. This paper will consider piracy in Somalia, focusing on the two emerging perspectives that define the way that research and counter-piracy efforts are planned and executed. Through an examination of Somalia’s political and legal history, the violence which has occurred in the Gulf of Aden will be deconstructed and understood using socio-economic reasoning. The piracy for protection narrative will provide the groundwork for understanding the causes for piracy. This study examines the police brutality response during the Black Lives Matter protests, and the reoccurring pattern of police brutality as a response to Civil Rights Movement protests. The study first acknowledges the history of police brutality responses to Civil Rights Movement and how this history affects the responses today. Head Start (HS) is federally funded early childhood development program that provides services, including daycare and parenting classes for low-income families. However, debates exist over its efficacy in improving child development outcomes throughout the child’s life course. This research aimed to review the evidence that Head Start improves parenting skills, which, in turn can foster improved health through a systematic review of recent empirical literature on Head Start and parenting. This study seeks to build upon the limited body of research that focuses on the causes and effects of governmental corruption. With an emphasis on supplementing previous findings and expanding their scope, this study seeks to identify factors that explain variations in the level of corruption between different jurisdictions. This study uses federal conviction data from the 50 US states to measure corruption, controlling for population and government employees, the latter of which has not been done previously. This study tests the hypothesis that the use of sanctions as a foreign policy tool produces favorable conditions for an increase in terrorism activity using cases of sanctions against Bosnia-Herzegovina, Libya, and Iran. Using literature as the basis for this hypothesis, data suggests that there is not significant evidence to support this theory using these cases. The circumstances surrounding the political environment and stability of each country tells different stories, where attributing rising terrorist activity to sanctions themselves ignores the complexity of foreign economies their political and social atmospheres in which they operate. This paper utilizes data obtained from the New York State Senate spanning five elections between 2008 and 2016 to determine if gender impacts election outcomes. More specifically, I attempt to understand if the New York State Senate matches the common belief in the literature that women tend to fare less well than men in elections, and female Democrats have greater success than female Republicans in winning elections. Although forced displacement is not a new problem, the topic has gained increasing attention due to the Syrian refugee crisis. This paper serves to explore the legal, contextual and practical differences between internally and externally displaced populations. The correlation between legal displacement status and access to healthcare is explored. Information was gathered from surveys of displaced individuals residing in urban areas of the Duhok region of Iraq, as well as comparing the amount of services provided to displacement camps in the region. The potential benefits of diversity in board members are increasingly recognized in both diversity and public administration literature, in that the innovative ideas and diverse perspectives of board members may translate into business-related gains for the organization. Following a literature review and theories that discuss diversity on boards, the paper uses financial data from two nonprofit organizations in order to test the assertion that nonprofits with more diverse boards will show signs of greater organizational effectiveness. As policies surrounding immigration are in the forefront of our political discourse, this paper seeks to address the experience of Latino students in the US education system and the resulting impacts. After a thorough review of scholarly literature on the matter as well as data from the US Census Bureau and research institutions, this paper finds that Latino students are being left out of the US education system. Latino students across the country are dropping out of high school at rates greater than their white counterparts.
