Future mobile devices are anticipated to perceive, understand and react to the world on their own by running multiple correlated deep neural networks on-device. Yet the complexity of these neural networks needs to be trimmed down both within-model and cross-model to fit in mobile storage and memory. Previous studies squeeze the redundancy within a single model. In this work, we aim to reduce the redundancy across multiple models. We propose Multi-Task Zipping (MTZ), a framework to automatically merge correlated, pre-trained deep neural networks for cross-model compression. Online product reviews are important factors of consumers' purchase decisions. They invade more and more spheres of our life, we have reviews on books, electronics, groceries, entertainments, restaurants, travel experiences, etc. More than 90 percent of consumers read online reviews before they purchase products as reported by various consumers surveys. This observation suggests that product review information enhances consumer experience and helps them to make better-informed purchase decisions. There is an enormous amount of online reviews posted on e-commerce platforms, such as Amazon, Apple, Yelp, TripAdvisor. Societal Trust And Corporate Tax Avoidance, Kiridaran Kanagaretnam, Jimmy Lee, Chee Yeow Lim, Gerald Lobo

Using aninternational sample of firms from 25 countries and a country-level index for societal trust, we document that societal trust is negatively associated with tax avoidance, even after controlling for other institutional determinants, such as home country legal institutions and tax system characteristics.We explore the effects of two country-level institutional characteristics—strength of lega linstitutions and capital market pressure—on the relation between societal trust and tax avoidance. We find that the relation between trust and tax avoidance is less pronounced when legal institutions in a country are stronger and is more pronounced when capital market pressure is stronger. The aim of this study was to examine the effects of alcohol and tobacco control policies on sales performance when two central elements of marketing, communication and promotion programs, are significantly restricted. The study took place in Thailand, which has some of the strongest tobacco control regulations in the world, along with moderately strong alcohol control regulations. Under these regulations, tobacco firms operate in a dark market, with near-total regulatory prohibition on advertising, promotion, and even the display of their products. We model the nonresponse probabilities as logistic functions ofthe outcome variable and other covariates in the survey sampling study withcallback. The identification aspect of this callback model is investigated. Semiparametricmaximum likelihood estimators of the parameters in the responseprobabilities are proposed and studied. As a result, an efficient estimator ofthe mean of the outcome variable is constructed using the estimated responseprobabilities. The intercept of the binary response model is irregularly identified when the supports of both the special regressor V and the error term ε are the whole real line. This leads to the estimator of the intercept having potentially a slower than √n convergence rate, which can result in a large estimation error in practice. This paper imposes addition tail restrictions which guarantee the regular identification of the intercept and thus the √n-consistency of its estimator. We then propose an estimator that achieves the √n rate. Finally, we extend our tail restrictions to a full-blown model with endogenous regressors.

This paper firstly extends the results of Phillips and Magdalinos (2007a) by allowing for anti-persistent errors in mildly explosive autoregressive models. It is shown that the Cauchy asymptotic theory remains valid for the least squares (LS) estimator. The paper then extends the results of Phillips, Magdalinos and Giraitis (2010) by allowing for serially correlated errors of various forms in local-to-mild-explosive autoregressive models. It is shown that the result of smooth transition in the limit theory between local-to-unity and mild-explosiveness remains valid for the LS estimator. Finally, the limit theory for autoregression with intercept is developed.

This article provides the most up-to-date examination of the Regional Comprehensive Economic Partnership (RCEP), which is poised to become the world’s largest free trade agreement (FTA). It argues that the 16-country mega-FTA will galvanize the paradigm shift in Asian regionalism and build a normative foundation for the Global South in international economic law. Based on intertwined theoretical and substantive claims, this article opens an inquiry into the assertive legalism of developing nations in the new regional economic order. Scaling decision theoretic planning to large multiagent systems is challenging due to uncertainty and partial observability in the environment. We focus on a multiagent planning model subclass, relevant to urban settings, where agent interactions are dependent on their collective influence'' on each other, rather than their identities. Unlike previous work, we address a general setting where system reward is not decomposable among agents. We develop collective actor-critic RL approaches for this setting, and address the problem of multiagent credit assignment, and computing low variance policy gradient estimates that result in faster convergence to high quality solutions. Effective traffic management can help port operators gain a competitive edge in service level and efficient use of limited resources. One critical aspect of traffic management is gate operations management, ensuring a good customer experience to logistic carriers and considering the impact of congestion in and around the port. The past decade has witnessed the rise of crowdsourcing, and privacy in crowdsourcing has also gained rising concern in the meantime. In this paper, we focus on the privacy leaks and sybil attacks during the task matching, and propose a privacy-preserving task matching scheme, called SybMatch. The SybMatch scheme can simultaneously protect the privacy of publishers and subscribers against semi-honest crowdsourcing service provider, and meanwhile support the sybil detection against greedy subscribers and efficient user revocation. Detailed security analysis and thorough performance evaluation show that the SybMatch scheme is secure and efficient.

Singapore’s smart nation journey began when the drive was officially announced by the country’s Prime Minister Lee Hsien Loong in November 2014 (Lee, 2014). The vision is to improve people’s lives and create more opportunities through information and communications technology (ICT). The smart nation drive is an effort by the government to co-create innovative, people-centric solutions with citizens and businesses. The three priority areas, underpinned by cyber security, are elderly, transportation and data. We analyze stochastic gradient algorithms for optimizing nonconvex, nonsmooth finite-sum problems. In particular, the objective function is given by the summation of a differentiable (possibly nonconvex) component, together with a possibly non-differentiable but convex component. We propose a proximal stochastic gradient algorithm based on variance reduction, called ProxSVRG+. Our main contribution lies in the analysis of ProxSVRG+. It recovers several existing convergence results and improves/generalizes them (in terms of the number of stochastic gradient oracle calls and proximal oracle calls). In particular, ProxSVRG+ generalizes the best results given by the SCSG algorithm, recently proposed by [Lei et al., NIPS'17] for …

Promulgated in 2007, the Charter of the Association of Southeast Asian Nations (ASEAN) reaffirms ASEAN’s longstanding policy of non-interference in member-states’ internal affairs and the retention of consultation and consensus as fundamental tenets of decision-making in ASEAN. This essay considers the role of soft law in the interpretation and development of the ASEAN Charter. It also considers whether the Charter will help ASEAN achieve integration as well as promote democracy, human rights and development in an immensely diverse region comprising half a billion people. Reliefs from stamp dutyIn certain circumstances, stamp duty reliefs may be applicable to instruments that would otherwise be dutia-ble, provided that the reliefs are claimed within specified statutory time limits. Such reliefs are distinct from stamp duty remissions, which may be granted by the Minister through the exercise of his powers under Sec-tion 74 of the Stamp Duties Act (Cap 312, 2006 Ed.). Under Section 74 of the Stamp Duties Act, the Minister has the discretion to prospectively or retrospectively reduce or remit duties subject to such conditions as he may impose. This article draws a distinction between “decisional” negligence, which concerns the negligence exhibited by a professional advising his client in a decision to pursue a course of action, and “operational” negligence which concerns the manner in which a professional acts upon his client’s instructions to pursue a course of action. With the advent of Montgomery, the distinction between the two kinds of negligence has been thrown into focus in the context of medical negligence. The distinction is an important one for two reasons: 1) the “standard of care” test to be applied; and 2) the measure of damages.
