We need large digital archives to preserve scholarly content for generations to come and we need them now. Deciding who should do the archiving (e.g. librarians and archivists), what to archive, where in the scholarly community archiving should be undertaken, and how to do it successfully, is starting to come into focus. A brief review of the scholarly digital archiving efforts underway reveals some commonality of intent. The Fedora architecture is an extensible framework for the storage, management, and dissemination of complex objects and the relationships among them. Fedora accommodates the aggregation of local and distributed content into digital objects and the association of services with objects. This allows an object to have several accessible representations, some of them dynamically produced. The architecture includes a generic Resource Description Framework (RDF)-based relationship model that represents relationships among objects and their components. This paper attempts to present a comprehensive and coherent picture of the role performed by science under the Sanitary and Phytosanitary Measures (SPS) Agreement and SPS case law. It argues that the approach adopted by the Appellate Body is predominantly based on a technical paradigm, supplemented, however, with some considerations arising from other paradigms. The paper argues that the approach adopted in the case law is generally compatible with the text of the SPS Agreement and provides a coherent SPS system.
