At the end of the Cold War, John Mearsheimer published the article, “Back to the Future: Instability in Europe after the Cold War”. The widely-cited piece included four predictions for the post-Cold War European geopolitical landscape founded on the theory of offensive realism, the realpolitik approach that Mearsheimer had established and developed over more than a decade of scholarship. However, the emergence of a post-Cold War and pan-continental peace suggests that something was wrong with Mearsheimer’s predictions and, by implication, the theory that informed them. A Chaotic Theory Of International Relations? The Possibility For Theoretical Revolution In International Politics, Dylan Kissane

In describing the nature of the international system contemporary international relations theorists frequently divide themselves into two groups: neorealists and neoliberalists. The neorealists emphasise an anarchical structure, drawing implications from this anarchy to explain the order and disorder that greets the analyst of international affairs. Conversely, neoliberalists favour an explanation that focuses on the interdependence of international actors. Yet the international system of the twenty-first century is not one that can be so simply described as either ‘anarchical’ or ‘interdependent’. Designed For Difficulties: A Case Study Of The Institutional Design Of A European Level Youth Lobby Group From A Post-Socialist State, Zoe Onutu, Dylan Kissane

Recent research suggests that there are a number of significant issues faced by lobby groups from the European Union’s post-socialist sphere when attempting to influence policy at a European level. Specifically, the research highlights four major factors which prevent lobbyists from achieving their ends: inexperience among lobbyists entailed by the absence of a lobbying tradition, insufficient resources, a domestic – rather than European – focus and an underdeveloped institutional capacity to learn from experiences at the European level. In the post-9/11 world counter-terrorist screening procedures at airports in France have become more expensive for operators and more time consuming for passengers. Passengers now face long delays before boarding their aircraft as they endure x-rays, passport controls, metal detector wands, swabbing for chemical residues and searches for items as benign as shampoo and toothpaste in their hand luggage. As well, while the passenger is passing through security their checked luggage is also being x-rayed and can also be opened for inspection by airport security staff. At the end of the Cold War realist scholars assessed the future of Central and Eastern Europe (CEE) pessimistically. Predictions included inevitable war and conflict as a result of the collapse of the bipolar international system and a concurrent collapse of the Soviet Union. Some realists predicted the rise of a new European powers and rampant nuclear proliferation across Europe. Realist John Mearsheimer went so far as to suggest that only through “limited and carefully managed proliferation of nuclear weapons in Europe”, “active balancing” by European powers and the control of nationalism in Eastern Europe would the continent remain peaceful. …
