Post-conviction practice is an important safeguard against unjust, unconstitutional, and erroneous convictions. Despite the importance of the topic, the subject has historically received scant attention from legal commentators. In 1994, "An Introduction to Post-Conviction Remedies, Practice And Procedure in South Carolina" was published. At the time, very little had been written about the post-conviction remedies available to prisoners in South Carolina, and the article was intended to introduce appointed counsel and pro se inmates to the various post-conviction remedies available. This paper describes follow-up research to a previous study by the authors that used case-based reasoning (CBR) and support vector regression (SVR) to evaluate the likely impacts of implementing diversion strategies in response to incidents on highway networks. In the previous study, the training and testing of the CBR and SVR tools were performed on a single transportation network from South Carolina, which limited the applicability of the developed tool to the specific network for which it was developed. Southern bottomland hardwood forests occur on river floodplains of the southeastern United States, and ecological processes are driven by seasonal floodwaters from the river. Conservation and management of southeastern US coastal plain ecosystems is a priority in South Carolina’s Lowcountry Forest Conservation Project. The project is a partnership of Clemson University, Ducks Unlimited, the Joseph W. Jones Ecological Research Center, Lowcountry Open Land Trust, South Carolina Coastal Conservation League, The Conservation Fund, and The Nature Conservancy. High-resolution geophysical and sediment sampling surveys were conducted offshore of the Grand Strand, South Carolina to define the shallow geologic framework of the inner shelf. Results are used to identify and map Holocene sediment deposits, infer sediment transport pathways, and discuss implications for the regional coastal sediment budget.

The thickest deposits of Holocene sediment observed on the inner shelf form shoal complexes composed of moderately sorted fine sand, which are primarily located offshore of modern tidal inlets. These shoal deposits contain ∼67 M m3 of sediment, approximately 96% of Holocene sediment stored on the inner shelf. Due to the lack …

Beach nourishment is a common method used for mitigating coastal erosion. However, it is also a costly undertaking and requires an appropriate cost-to-benefit analysis. Although the costs can be estimated relatively easily, the benefits are directly related to the life expectancy of the proposed project. In May of 1987, the South Carolina Institute of Archaeology and Anthropology was informed that human remains were being unearthed by road construction in a private residential development on Folly Island, South Carolina. This information led to a two year investigation of the 1863 winter camp of the Federal Army, used during its siege of Charleston. During the investigations a black military cemetery was salvaged (site 38CH920), and three areas of the Federal camp were examined as part of a data recovery project, and a later research effort (sites 38CH964, 38CH965, 38CH966). There is growing historical and archaeological evidence that African style housing was an integral part of slave communities on plantations in the South Carolina Lowcountry. Besides the "shotgun" house, other African house forms were built in North America before descendants of African slaves became acculturated to western construction techniques. The rarity of historical and archaeological evidence of these structures can be attributed to the culture bias of early white observers and the poor preservation of these impermanent structures in the archaeological record.

Communication of knowledge between the scientific and management communities is a difficult process complicated by the distinctive nature of professional career goals of scientists and decision-makers. This article provides a case history highlighting a collaboration between the science and management communities that resulted from a response to a 2004 hypoxia, or low dissolved oxygen, event in Long Bay, off Myrtle Beach, South Carolina. A working group of scientists and decision-makers was established at the time of the event and has continued to interact to develop a firm understanding of the drivers responsible for hypoxia formation in Long Bay. South Carolina recently promulgated new guidelines regulating the State’s consideration of requests by private marsh island owners to build bridges for vehicular access through publicly owned marsh and tidelands. Many thousands of these islands hug the South Carolina coast, but they are surrounded by tidelands subject to South Carolina’s formidable public trust doctrine, which obligates the State to manage submerged lands and waterways for the benefit of the public. The residual circulation pattern of Winyah Bay, the fourth largest estuary on the eastern coast of the US, is examined using stationary and shipborne current measurements during periods of low freshwater discharge. The estuary has a complex morphology with a single channel and narrow banks at the river entrance and the bay mouth, and a bifurcated channel system (main and western channels, respectively) in the middle part that appears to affect the residual circulation. Overall, the upper (single channel morphology) and middle (dual-channel morphology) parts of the estuary exhibit a baroclinic residual circulation. The presence of bifurcated channels in the …
