[Excerpt] This book, by three nationally respected researchers in the Brookings Institution's Center on Economic Progress and Employment, addresses two problems facing the American economy: anemic productivity improvement and consequent slow economic growth, and growing income inequality. More than 10 years have passed since the employment provisions of the Americans with Disabilities Act of 1990 (ADA) came into effect for employers of 15 or more employees. Americans with disabilities continue to be more unemployed and underemployed than their nondisabled peers. Small businesses, with fewer than 500 employees, continue to be the most rapidly growing part of our national economy and therefore a potential source of employment for American job seekers with disabilities. Employment discrimination class action suits are part of a new wave of structural reform litigation. Like their predecessors - the school desegregation cases in the 1950s, the housing and voting inequalities cases in the 1960s, prison conditions suits in the 1970s, and environmental lawsuits since then - these are systemic challenges to major institutions affecting large segments of the public. This article explores the effectiveness of various employment discrimination remedies in reforming workplace cultures, promoting corporate accountability, and implementing real diversity.

The purpose of this paper is to provide an exploratory resource allocation model for projecting the resource allocations necessary to implement community-based supported employment services to persons with mental retardation. The model relied on a survey of regional adult service and public school providers to obtain an estimate of the costs and time-lines required for job development. A multi-variate linear regression model was used to project the hours that would be required to develop a job site based on the size of the community, the rate of unemployment, and the percent of service jobs.
