The 2012 South Sudan–Sudan border war was an armed conflict between the states of Sudan and the South Sudan in 2012 over oil-rich regions between the South Sudan's Unity and the Sudan's. South Kordofan The oil rich region Heglig is well under the control of the Republic of Sudan. Certain areas involved, notably Abyei, are claimed by both sides as part of their sovereign territory. In September 2012, a series of eight agreements were made, resolving most aspects of the conflict. The theme of complexity alludes to the difficulties community informatics (CI) researchers face when analysing use of ICTs by communities. In response, de Moor (2009a, 2009b) and Stillman (2010) identify the need for greater systemisation of CI research that enables complex socio-technical processes to be analysed over multiple cases. The principle by which such systemisation should occur is open to debate. It seems improbable that a single theoretical approach, at least in the short term, is going to satisfy everyone as greater systemisation is pursued. A Communications Policy Perspective On Ctc Sustainability In Regional Australia: Normative Assumptions, Commercial Viability And Social Good, William Tibben

This paper investigates the influence of the normative assumptions that can be associated with the Community Technology Centers (CTCs) scheme in New South Wales, Australia during the period 2000-2005 (CTC@NSW). It does this by developing an analytical framework based on Australian communications policy to assess case study accounts of selected CTCs. In drawing conclusions about the normative assumptions that guided the implementation of the CTC@NSW scheme, the sufficiency of market based development strategies are questioned when challenging economic circumstances suggest the need for ongoing strategic assistance from government.

This presentation comparatively examines relationships in the United States, Eastern and Central Europe, Scandinavia, and parts of the Middle East among juvenile violence, "heavy metal" music, substance abuse, and participation in occult and "alternative" youth groups (e.g., Wicca, Satanism, vampirism, Goth). We trace the movement of certain groups, behaviors, and preferences and make a correlation between some of these movements and an increase in youth violence and substance abuse. This presentation presents initial results of an evaluation of citizen and officer perceptions of policing in Ghana. The Ghana Police Service (GPS) is attempting to transition from a para-militaristic philosophy to a more community-centered approach, developing a domestic violence unit in the past decade and, more recently, a community policing unit. Community policing philosophies, however, face unique challenges in Ghanaian society, such as a deep-rooted (and historically well-founded) mistrust of the police, and a culture with a well-established and trusted “traditional” system wherein matters are settled within communities and impacted by religion, spirituality, and mysticism. In the aftermath of the September 11, 2001, terrorist atrocities in the United States, a new organizational policy was introduced as “Homeland Security.” Both a concept and a governmental department, homeland security became the “in” policy, and as such invented a new organization and a new approach to public safety. As a result, however, the dominant policing policy up to that time — Community Policing — was largely sidestepped by homeland security efforts as well as budgets. Objective: Premature termination from treatment is a major factor associated with poorer drug and alcohol treatment outcomes. The present study investigated client-related baseline predictors of dropout at 3 months from a faith-based 12-step residential drug treatment program. Method: Data were collected over a period of 14 months from eight residential drug and alcohol treatment programs run by The Australian Salvation Army. The final sample consisted of 618 participants, including 524 men (84.8%) and 94 women (15.2%). Predictor variables of interest were age, gender, primary drug of concern, criminal involvement, psychological distress, drug cravings, self-efficacy to abstain, spirituality, forgiveness of self …

Introduction and Aims. People attending substance abuse treatment have an elevated risk of developing cardiovascular disease (CVD) and cancer. Consequently, there have been increasing calls for substance abuse treatment services to address smoking.The current study examined smoking behaviours of people attending residential substance abuse treatment. Additionally, the study examined rates of other potentially modifiable health risk factors for the development of CVD and cancer. Design and Methods. A cross-sectional survey was completed by participants attending Australian Salvation Army residential substance abuse treatment services (n = 228). This article analyses the parliamentary debates on the Civil Union Act 2004, which provides for legal recognition of same sex relationships, for stories of national identity. A close reading of the parliamentary debates on the Act suggests that although the supporters and opponents of the legislation seemed to be worlds apart, many told similar stories about New Zealand as a nation, and citizens within that nation, emphasising similar values and aspirations. Feminist scholars and critical theorists have critiqued marriage as a tool for the creation of a private sphere in which women are subordinated to men, and have critiqued the public/private dichotomy (Olsen 1983, 1985, Pateman 1988, Smart 1992, Seigel 1996). Marriage jurisdiction and law also participates in the creation of the public order, including the production of a homogenous nation opposed to cultural and racial difference, and embracing particular notions of gender (Cott 2000: 1–8, Franke 1999, Dubler 1998). LAW- AND POLICY-MAKERS in New Zealand have taken what might be seen, from a conservative/liberal divide, as two contradictory stances on aspects of border control over the past decade. In one move, they have progressively tightened and whitened immigration policy generally, making the criteria and process for gaining residency more restrictive. At the same time, they have progressively opened the borders in relation to the immigration of same-sex couples, aligning immigration requirements for these couples with those of heterosexual couples.
