The Haitian Informal Sector In Miami, Alex Stepick

Alex Stepick

The nature of immigration policy toward Haitians in southern Florida is largely responsible for the nature of their participation in the labor market. As individuals with an ambiguous status in the United States they are forced to work for low wages on the fringes of the formal sector of the economy or in Miami's growing informal sector. Most notably an example of generative economic activity is the growth of Little Haiti in Miami and the support it provides its residents.

We describe a dominant behavioral marker, rol-6(su-1006), and an efficient microinjection procedure which facilitate the recovery of Caenorhabditis elegans transformants. We use these tools to study the mechanism of C.elegans DNA transformation. By injecting mixtures of genetically marked DNA molecules, we show that large extrachromosomal arrays assemble directly from the injected molecules and that homologous recombination drives array assembly. Appropriately placed double-strand breaks stimulated homologous recombination during array formation. Our data indicate that the size of the assembled transgenic structures determines whether or not they will be maintained extrachromosomally or lost. This report describes the experiences of the Board of Senior Secondary School Studies in implementing a subtest consisting of test items in short response mode in the Queensland Core Skills (QCS) Test. Following initial developmental stages, the Board conducted a pilot study of short response items (SRIs) in 1991. This report describes the processes by which SRIs were created and refined. It also discusses how the items to be included in the pilot test were selected, sequenced and presented in the final paper. There has been considerable uncertainty in estimates of past and current human immunodeficiency virus (HIV) infection rates in the United States. Statistical estimates of historical infection rates can be obtained from acquired immunodeficiency syndrome (AIDS) incidence data and the incubation period. However, this approach is subject to a number of sources of uncertainty and two other approaches, epidemic models of HIV transmission and surveys of HIV prevalence, are used to corroborate and refine the statistical estimates. Analyses suggest the HIV infection rate in the United States grew rapidly in the early 1980s, peaked in the mid-1980s, and subsequently declined markedly. …

The issue of asbestos abatement in buildings may be viewed as part of a larger and more fundamental scientific and social issue: Should asbestos in buildings be regulated on an environmental or an occupational basis? The environmental approach to regulation of hazardous substances has a different emphasis from that of an occupational approach. The environmental approach emphasizes abatement of property damage, while the occupational approach is more concerned with decreased exposure levels and compensation for injuries to health. The Role Of Federal Taxation In The Supply Of Municipal Bonds: Evidence From Municipal Governments, Gilbert E. Metcalf

This paper considers ways in which federal tax policy affects municipal asset and debt holdings. The tax treatment of municipal bonds and income creates an arbitrage opportunity for communities to issue tax-exempt debt and invest in financial assets. The author presents evidence that suggests the rules in effect prior to 1986 to prevent this activity were not effective. He then develops and estimates a model of municipal bond supply. The author finds a semielasticity of 1.23 of long-term debt with respect to the spread between the after-tax rate of return and the municipal borrowing rate.

Ordinarily, a monopoly cannot increase its profits by asking customers to sign agreements not to deal with potential competitors. If, however, there are 100 customers and the minimum efficient scale requires serving 15, the monopoly need only lock up 86 customers to forestall entry. If each customer believes that the others will sign, each also believes that no rival seller will enter. Hence, an individual customer loses nothing by signing the exclusionary agreement and will indeed sign. Thus, naked exclusion can be profitable.

The infrared spectrum of carbon monoxide adsorbed on polycrystalline platinum electrodes in the presence of acetonitrile solutions is examined. Acetonitrile solutions provide a wide double layer region (approximately 4 V) in which to investigate the observed potential dependence of the infrared peak position. The wider window allows for better comparisons of experimental data with theoretical predictions than those which are available from measurements conducted in aqueous solutions. It is found that (i) near-monolayer surface coverage can be obtained from solutions saturated with CO, (ii) the coverage stays constant over roughly the entire double layer region, (iii) the CO adsorbs to …
