Capture And Ideology In American Farm Policy, Peter Navarro

This paper applies a synthesis of the private interest "capture" and public interest ideological models of public policy to explain the formulation of agricultural incomes policies as embodied in the Agricultural and Food Act of 1981. An econometric analysis of the Senate voting pattern indicates that both narrow private interest motives and broad, altruistic ideological motives help to explain farm policy; the latter variable appears to show more explanatory power.

Five members of the Rasch family of latent trait models which have appeared more or less independently in the literature are brought together and identified as one model. In addition to sharing the distinguishing characteristic of the dichotomous Rasch model separable person and item parameters and hence sufficient statistics all five models share a common algebraic form and have as their basic element the fundamental process defined by Rasch's simple logistic expression. Mutations in the Caenorhabditis elegans genes lin-14, lin-28, and lin-29 cause heterochronic developmental defects: the timing of specific developmental events in several tissues is altered relative to the timing of events in other tissues. These defects result from temporal transformations in the fates of specific cells, that is, certain cells express fates normally expressed by cells generated at other developmental stages. The identification and characterization of genes that can be mutated to cause heterochrony support the proposal that heterochrony is a mechanism for phylogenetic change and suggest cellular and genetic bases for heterochronic variation.

Forecasts made by econometricians are typically conditioned on actual values of explanatory variables, even when at the time of the forecast, such variables might not be available. As a first step, one might test the adequacy of econometric specification by comparing conditional post sample forecasts with those of a univariate ARIMA model. Second, when explanatory variables must themselves be forecast, those for which this can be done only badly, should be omitted from the final model. A better forecast will result. An example of screening out badly forecasted explanatory variables is presented.

A gauge-invariant formulation of the de Gennes model for the nematic—to—smectic-A transition is presented. In this formulation the energy associated with the gauge field A⃗ reduces to the Frank elastic energy with the application of the constraint n⃗0·A⃗=0 where n⃗0 is the uniform equilibrium director and A⃗ is to be identified with deviations δn⃗ of the director from equilibrium. It is shown that thermodynamic quantities and renormalization-group recursion relations are gauge invariant. All gauge dependence appears in the exponent η describing order-parameter correlations. The gauge invariance of a negative dielectric anisotropy smectic-A in an external electric field is also studied.
