In late April 1983, Mr Bill Hayden, the Australian Foreign Minister, set up an independent committee under the chairmanship of Sir Gordon Jackson to review the Australian overseas aid program.1 The report of the committee was tabled in Parliament on 7 June 1984.2 In the subsequent public debate on the Jackson Report, it became clear that the committee's position on various key issues on aid and development was often misrepresented. The misrepresentation could have been deliberate because the report adopted a strategy of development that was not universally accepted. Incidents of animal abuse in China attract worldwide media attention. Is China culturally inclined to animal cruelty, or is the country’s development strategy a better explanation? This article addresses the subject of animal protection in China, a topic that has been ignored for too long by Western China specialists. A review of ancient Chinese thought asks whether China lacks a legacy of compassion for animals. The article then considers how China’s reform politics underlie the animal welfare crisis. Developing markets are a challenge for researchers who study them and for governments, business leaders, and citizens who strive to improve the quality of life in them. The limitations of the dominant development paradigm coupled with the need to focus on consumers provide tremendous opportunities to engage in truly transformative research.
