The basic premise of this book, by two law professors, is that humans, in spite of their differences, share one essential characteristic: "the capacity of every rational person to advance in moral self-perfection." How this is achieved, the authors argue, is more dependent on the intention to do good for one's fellow human beings than on the actual results of any efforts to do so. The purpose of this research is to first describe the origins and current state of federal asset forfeiture law, then examine of how property seized under the forfeiture laws for drug law violations is proceeded against by the federal government. The methodology, which is primarily exploratory, utilizes both qualitative and quantitative data. A sample of over 6000 federal administrative and judicial drug forfeiture cases are described and analyzed to construct a profile of the federal government's use of this policy. Findings raise questions about the use of forfeiture and the government's intent. Implications and suggestions for future research are included.

Habitat valuation is an essential tool for tracking changes in habitat quality and in adjudicating environmental mitigation. All current methods for estimating habitat values of coastal marine sites rely heavily on the opinion of experts or on data variables that can readily be manipulated to influence the outcome. As a result, unbiased, quantitative comparisons between the values of different marine habitats are generally unavailable. We report here on a robust, objective technique for the valuation of marine habitats that makes use of data that are commonly gathered in surveys of marine fish populations: density, fidelity, and mean size. This article explores one southern community's response to the 1954 Brown decision and its subsequent history of dealing with school desegregation. This local perspective is developed using historical data focusing on events immediately following the Brown decision, which provide a contextfor events leading up to a decision in the inid-1980s to consolidate the community's middle school students to reduce perceptions of inequality based on race. This consolidated school is the focus of the second half of the article, which analyzes the current status of desegregation in the school. While empirical research on school subject preferences and choices has a long history, 'interest' has infrequently been invoked as an explanatory construct. Three levels on which interest is conceptualised in educational research are identified. The most general derives from vocational psychology and may be characterised by the themes of Holland's RIASEC typology. The results of five recent Australian studies in which interests were related to school subject preferences and choices are reviewed, and a series of multi- level models of data from the most recent are presented. In 1897, the excavations of P. Kabbadias uncovered ten votive plaques in a cave on the northwest slope of the Athenian Acropolis, thereby fixing the location of the "sanctuary of Apollo in a cave" mentioned by Pausanias (I.28.4). The inscriptions indicated that they were meant as dedications to Apollo Hypoakraios or Hypo Makrais, and that the dedicants were invariably members of the college of archons. Although the corpus has increased steadily since then, the inscriptions have not been treated together since Kabbadias's original publication.

In this paper, I will offer some conclusions drawn from a thorough re-analysis of the corpus. …

lin-4 encodes a small RNA that is complementary to sequences in the 3' untranslated region (UTR) of lin-14 mRNA and that acts to developmentally repress the accumulation of LIN-14 protein. This repression is essential for the proper timing of numerous events of Caenorhabditis elegans larval development. We have investigated the mechanism of lin-4 RNA action by examining the fate of lin-14 mRNA in vivo during the time that lin-4 RNA is expressed. When asymmetry or non-verifiability of information, or non-excludability of users, makes contracts incomplete or unenforceable, and where for these and other reasons there are impediments to efficient bargaining, we show that private contracting will not generally assign the control of assets and the residual claimancy over income streams of projects to achieve socially efficient outcomes, suggesting that the policy relevance of the widely accepted "efficiency-equity tradeoff" should be seriously reconsidered. We illustrate these ideas with reference to misallocations in land, labor and credit markets. Internal waves have been detected on ERS-1 SAR images obtained during late summer over the eastern Cretan Straits, an area characterised by complex regional physiography, bottom topography, flow regime and stratification patterns of the upper part of the water column. Analysis of the imaged characteristics of the internal waves has revealed a strong diversity in form, propagation direction and type of sea surface modulation, which indicates various mechanisms of generation. The conventional wisdom about negative political advertisements holds that no one likes them, but they work, that is, they have the consequences their sponsors intend. Moreover, many analysts have expressed concern over the detrimental effects of such negativism on the American political system. We examine the accuracy of the conventional wisdom and the legitimacy of the fears about the consequences for the political system via meta-analysis, a systematic, quantitative review of the literature.
