This paper traces laissez-faire back to its French roots, and in particular, to its origins as a political philosophy evoking an economic approach. Related to his visit to France in the 1760s and his personal contacts, we suggest that Adam Smith serves as the link between selected French thinkers and what after Smith’s Inquiry would be widely accepted as a quintessentially Anglo-Saxon tradition in economics. Exploring doctrine, we offer linkages between F. Quesnay, A. Turgot, J.J. Rousseau, and Smith’s ideas. Similarities in Smith’s understanding and the French exponents regarding economic activity vis-a- vis a public sector are presented, along with …

Patterns Of Risk And Trajectories Of Preschool Problem Behaviors: A Person-Oriented Analysis Of Attachment In Context, Thomas E. Keller, Susan J. Spieker, Lewayne D. Gilchrist

A small proportion of children exhibit extreme and persistent conduct problems through childhood. The present study employed the multiple-domain model of Greenberg and colleagues as the framework for person-oriented analyses examining whether parents' child attachment combines with parenting, family ecology, and child characteristics in particular configurations of risk that are linked to this problematic developmental pathway. Using prospective data from a community sample of adolescent mothers and their children, latent variable growth mixture modeling identified a normative trajectory with declining problem behaviors during the preschool period. Consistent with research on early-starter pathways, a distinct group of children featured a higher …

School District Enrollment Forecast Reports
This report, prepared by the Population Research Center (PRC) provides a district-wide Enrollment Forecast, Enrollment Forecasts for individual schools, and demographic information for Klamath Falls City Schools (KFCS). The Enrollment Forecasts are developed for each grade for both the district-wide forecast and for the individual schools. KFCS offers education for students in grades kindergarten through 12. However, there is an area within its geographic boundary where not all public school students attend schools in KFCS. This area is referred to as the ‘overlap’ area. Students residing in the overlap area in grades 9-12 attend school in KFCS and those in …

Background: Few studies have focused on men as caregivers at the end-of-life. The objective of this secondary data analysis was to examine the experiences of men involved in end-oflife caregiving, focusing on caregiver strain.
Methods: We used a random sample of Oregon death certificates to telephone survey family caregivers of Oregonians who had died 2 to 5 months earlier in private homes, nursing homes, and other community-based settings. Measurements included single-item indicators and embedded scales to measure caregiver strain and perceived decedent symptom distress. For the 25 husbands, sons, wives, and daughters who reported the highest levels of strain, we …

Investigation Of The Probe-Sample Interaction In The Ultrasonic/Shear-Force Microscope: The Phononic Friction Mechanism, Xiquan Cui, Andres H. La Rosa

The dissipative and conservative interactions between a sharp probe and a flat Si sample in the ultrasonic/shear-force microscope are investigated. It is shown that, when working in the ambient condition, there are two distinct probe-sample interaction regions: the pure dissipative interaction region in the relatively far probe-sample distance, and the highly correlated dissipative and conservative interaction region in the close probe-sample distance. The ultrasonic data suggest that the phonon generation is a dissipative channel for the probe-sample interaction in the shear force microscope. A shaking potential model is proposed to explain the phononic friction mechanism

Studies of the structural, physical, and chemical properties of the lanthanide(III) complexes of DOTA (1,4,7,10-tetraazacyclododecane-1,4,7,10-tetraacetic acid) and related ligands are often complicated by the presence of two coordination isomers in solution. Since these coordination isomers are in exchange and cannot be separated, many techniques offer information only on the weighted average of the two isomers. Lanthanide ion complexes formed with the ligands S(RRRR)NO2BnDOTMA and S(SSSS)NO2BnDOTMA preferentially adopt only one of the two common coordination isomers in solution, so the ytterbium complexes of these ligands offer a unique opportunity to study …

An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. This document reports an assessment of the effectiveness of these efforts. Phase I of the study was designed …

Early-generation hybrid fitness is difficult to interpret because heterosis can obscure the effects of hybrid breakdown. We used controlled reciprocal crosses and common garden experiments to distinguish between effects of heterosis and nuclear and cytonuclear epistasis among morphotypes and advanced-generation hybrid derivative populations in the Piriqueta caroliniana (Turneraceae) plant complex. Seed germination, growth, and sexual reproduction of first-generation hybrids, inbred parental lines, and outbred parental lines were compared under field conditions. Average vegetative performance was greater for hybrids than for inbred lines, and firstseason growth was similar for hybrids and outbred parental lines. Hybrid survival surpassed that of inbred lines …

Effects Of Gramicidin-A On The Adsorption Of Phospholipids To The Air–Water Interface, Samares C. Biswas, Shankar B. Rananavare, Stephen B. Hall

Prior studies suggest that the hydrophobic surfactant proteins, SP-B and SP-C, promote adsorption of the lipids in pulmonary surfactant to an air–water interface by stabilizing a negatively curved rate-limiting structure that is intermediate between bilayer vesicles and the surface film. This model predicts that other peptides capable of stabilizing negative curvature should also promote lipid adsorption. Previous reports have shown that under appropriate conditions, gramicidin-A (GrA) induces dioleoyl phosphatidylcholine (DOPC), but not dimyristoyl phosphatidylcholine (DMPC), to form the negatively curved hexagonal-II (HII) phase. Invasive species introductions into freshwater ecosystems have had a multitude of effects on aquatic communities. Few studies, however, have directly compared the impact of an invader on communities with contrasting structure. Historically high levels and subsequent reductions of acid deposition have produced landscapes of lakes of varying acidity and zooplankton communitystructure. We conducted a 30-day enclosure experiment in Killarney Provincial Park, Ontario, Canada, to test the effects ofBythotrephes longimanus, an invasive invertebrate predator, on two contrasting zooplankton communities at different stages of recovery from acidification: recovered and acid damaged. Bythotrephes significantly decreased zooplankton biomass and abundance in both communities but …

Since the mid-1900’s, invasive aquatic weeds have been a significant problem in many of the lakes of the Clatsop Plains on the northern Oregon Coast. Weeds interfere with beneficial uses, such as boating, fishing and swimming, and have dramatically altered the chemical and biological features of the lakes. In 1994, the Oregon Department of Environmental Quality (ODEQ) added three of the lakes, Cullaby, Smith and Sunset, to the 303 (d) list of water quality impaired waters, due to the presence of the invasive aquatic weeds. Invasive, non-indigenous plants can degrade water quality and fish habitat when they invade lakes, ponds, and streams. Changes in plant community architecture in lakes due to invasion by canopy-forming invasive aquatic plants can result in loss of native plant biodiversity and reduction of the structural complexity of the underwater habitat.

This paper investigates many facets of civic engagement by analyzing how college undergraduate students conceptualize civic engagement and by examining factors that predict greater student involvement in political, social, and community affairs.We administered a survey to college students at the beginning of fall, winter, and spring terms, 2001-02.We analyzed survey responses using a structural equation modeling (SEM) technique. The analysis examines how expectations of community and political efficacy, attitudes regarding citizen control of government, and attitudes toward diversity relate to the students’ civic engagement behaviors such as monthly volunteer hours, organizational participation, advocacy, voting, direct political action, and action to …

In using a frequency-driven, fixed-word approach to identifying multi-word sequences, we follow Altenberg (1993, 1998), who carried out initial work of this type with spoken texts in the London-Lund corpus. Butler (1997) applies this approach to Spanish. In the Longman Grammar of Spoken and Written English (Biber et al. 1999, chapter 13 ; hereafter the Longman Grammar), we emphasized the structures of lexical bundles, and discussed the structures' associations with various discourse functions. Here we summarize major findings of that work and then extend it, presenting an initial classification of the lexical bundles into functional categories. We continue to adopt …

To compare two multivariate random vectors of the same dimension, we define a new stochastic order called upper orthant dispersive ordering and study its properties. We study its relationship with positive dependence and multivariate hazard rate ordering as defined by Hu, Khaledi, and Shaked (Journal of Multivariate Analysis, 2002). It is shown that if two random vectors have a common copula and if their marginal distributions are ordered according to dispersive ordering in the same direction, then the two random vectors are ordered according to this new upper orthant dispersive ordering. This study was launched in 2003 and followed a representative sample of OHP enrollees through the redesign of the program (OHP2) to gain a better understanding of the impact of those changes, including increased cost-sharing, cuts to benefits and stricter rules around payment of premiums. The objectives of this ongoing study are to assess the short and long-term impacts around five main outcome areas: health insurance coverage, access to care, utilization of care, individuals’ financial well being and health status.
