Parents of transgender and non-binary children often want to support their children, but are not sure how. Giving these parents the support and resources they need will increase their ability to support their children, further increasing the chance that their children will live a long, healthy, authentic life.

I built a website, and organized a workshop that parents can attend in order to access information and resources about the transgender community. These parents will receive the support they need to be better equipped to support their gender-diverse children. I will be collecting information about the parents' feelings and experience towards …

There is some good news to report. Hampton Roads gained population but population growth continues to slow. A record number of residents were at work or looking for work in 2023. A record number of residents of the region reported they were employed in 2023. The number of jobs continued to recovery from the depths of the 2020 economic shock, however, a full recovery may not occur until 2024. Economic growth sharply rebounded from the declines of 2020, and we expect growth to continue in 2023. The region’s economic performance, however, continues to lag many of its peers.

Is Hampton Roads an affordable place to live? At first glance, median rents and housing values are below those of the closest major metropolitan areas. Comparing housing costs to household income yields a different conclusion: more than 1 in 3 households in Hampton Roads paid more than 30% of their income for housing and 1 in 7 households paid more than 50% of their income for housing. In this chapter, we explore housing affordability in Hampton Roads, Virginia, and the United States and ask what the region can do to make housing more affordable.

While movies and television shows portray lawyers as members of high society, with expensive cars and tastes, the reality in Hampton Roads is grittier. Between 2005 and 2021, lawyers’ real income in the region declined by more than 25%. In this chapter, we explore the supply of lawyers in Hampton Roads and whether we are producing too many lawyers for economic conditions in the region. We ask what the future may hold for the legal profession in Hampton Roads, Virginia, and the nation.

In 2021, nurses ranked again as the most trusted profession in the United States. Yet, even though many Americans view nurses favorably, nurses have been the target of conspiracy theories, verbal abuse, and yes, physical violence. As more nurses report symptoms of burnout and some are quitting the profession entirely, we explore the coming shortage of nurses in Hampton Roads, Virginia and the United States and ask what factors limit the supply of nurses in the region.

For the Virginia hotel industry, the last 24 months have been challenging in a number of ways. The pandemic and associated social distancing measures resulted in a collapse of visitors and revenue in the spring and summer of 2020. In 2021, the Hampton Roads market set records for hotel revenue, but other markets continued to struggle. In this chapter, we look at how the markets in Virginia have performed over the past two years and how 2022 may bring good news for the hotel industry.

Adaptation to sea level rise (SLR) requires coordination among local, state, and federal entities and collaboration across governments, nonprofits, businesses, and residents. This coordination and collaboration are reflected in institutional arrangements associated with a whole-of-government and whole-of-community approach to regional adaptation. This study analyzes the development of an interlocal agreement (ILA), the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project (the Pilot Project), as an example of such an arrangement. The purpose of this research is to examine current emergency management (EM) evacuation policies and practices with respect to vulnerable populations’ hurricane evacuation behaviors. The response of vulnerable households and local and state governments’ implementation of emergency evacuation policies and practices provide possible linkages to continual problems faced by local governments in addressing its most vulnerable residents. COVID-19 changed how we view the Hampton Roads economy. In January 2020, the region was projected to grow faster than the nation, there were more unfilled jobs than unemployed workers and boosts in defense spending brightened our economic future. By April, however, businesses were closing, jobs were being lost and residents were under a stay-at-home order. We assess the economic toll of the COVID-19 pandemic and examine prospects for the coming year.

The objectives of this report are to identify current communication strategies regarding coastal flooding and present opportunities for improvement and collaboration within the Hampton Roads region. The Hampton Roads Planning District Commission partnered with Old Dominion University to design two surveys of local government staff, the first regarding flooding outreach and the second regarding flooding notification methods. This report summarizes the results of each survey and synthesizes challenges described by respondents. The management of dunes and beaches in Hampton Roads is critical to the region’s tourism industry and to provide protection from storms and flooding. During the summer of 2017, we surveyed over 675 residents of Hampton Roads to gauge their preferences for the management of dunes and beaches. An overwhelming majority felt that all taxpayers should have a say in maintenance practices along with government regulations to assist with the protection of beaches and dunes. Residents leaned towards localized input from citizens as preferred methods of management and understood the importance their tax dollars play in funding those methods. While …

This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. The impact of sea level rise on increased tidal flooding and storm surges in the Hampton Roads region is demonstrated, using ~90 years of water level measurements in Norfolk, Virginia. Impacts from offshore storms and variations in the Gulf Stream (GS) are discussed as well, in view of recent studies that show that weakening in the flow of the GS (daily, interannually, or decadal) is often related to elevated water levels along the U.S. East Coast. Two types of impacts from hurricanes on flooding in Hampton Roads are demonstrated here. One type is when a hurricane like Isabel (2003) makes …

Hampton Roads is a populated area in the United States Mid-Atlantic region that is highly affected by sea level rise (SLR). The transportation infrastructure in the region is increasingly disrupted by storm surge and even minor flooding events. The purpose of this study is to improve our understanding of SLR impacts on storm surge flooding in the region. We develop a hydrodynamic model to study the vulnerability of several critical flood-prone neighborhoods to storm surge flooding under several SLR projections.
