Rural, Poor And Working-Class Student Postsecondary Experiences During The Covid-19 Pandemic: Policy Lessons Learned For Supporting Future College Success, Ty C. Mcnamee, Sonja Ardoin, Jenay F.E. Willis

The Rural Educator

In this policy brief, we use research findings to illuminate experiences during the COVID-19 pandemic of U.S. rural college students from poor and working-class backgrounds. We offer institutional, state, and federal policy lessons gleaned from such experiences. We show how rural, poor and working-class students’ higher education success was impacted by COVID-19 and how the pandemic highlighted and exacerbated existing systemic geographic and social class barriers faced by such students pursuing college. In turn, we hope postsecondary policymakers at the institutional, state, and federal levels can learn from these experiences to better support rural, poor, and working-class students in the …

A Rural Educator Responds To The Assault On The Capitol, Jesse Longhurst

The Rural Educator

Editors’ Note: On January 6, 2021 many of us watched as rioters, some of them armed, climbed over walls, broke windows, and burst through barriers to enter the U.S. Capitol to disrupt the review and counting of electoral votes leading to the certification of the 2020 presidential election. For over three hours, the Capitol building was occupied while Members of Congress and capitol staff took shelter. Social media and news outlets showed images of rioters in congressional offices, armed police defending the door to the Senate floor, and participants, some in clothes celebrating the Holocaust or waiving the Confederate flag, …

Adapting An Elementary School Nutrition Context Assessment For High School Settings And Students, Deborah H. John, Beret Halverson, Tia H. Ho Oct 2019

Adapting An Elementary School Nutrition Context Assessment For High School Settings And Students, Deborah H. John, Beret Halverson, Tia H. Ho

Journal of Human Sciences and Extension

The school nutrition context is comprised of supportive environmental features, programs, policies, and social relationships that shape students’ healthy dietary choices and patterns. When engaging students as change agents, advocates, and partners in making healthy nutrition choices easier, environmental assessment tools developed for adults may be too complex or inappropriately tailored for youth. Adolescents need practical, user-tailored tools that reliably measure the food and beverage environments they encounter in school to inform youth-led changes to the school nutrition context. To meet this need, an evidence-based school environmental assessment was adapted for use in high schools by students as evaluators. Cooperative …

Investigating Effectiveness Of Wild Pig Policy And Legislation In The U.S., Andrew Lane Smith May 2018

Investigating Effectiveness Of Wild Pig Policy And Legislation In The U.S., Andrew Lane Smith

Theses and Dissertations

The legislative procedures regarding wild pigs in the United States are expanding in scope and priority, however, the uniformity of legislation is entropic at best. Each state addresses the issues of wild pigs differently and treatment is based on a priority of resource concerns. An evaluation was conducted at the national level of federal, state, and local policy with regards to wild pig control. Additionally, successful and unsuccessful legislation is evaluated to determine commonalities in the social, economic, and ecological factors contributing to the success or failure of legislation. Information collected provides state legislatures with sample model legislation that can …

Design And Development Of A Stormwater Policy Decision-Making Tool, Stephanie Joy Sigman Dec 2015

Design And Development Of A Stormwater Policy Decision-Making Tool, Stephanie Joy Sigman

Theses and Dissertations

Municipalities tend to develop their stormwater management policy by examining those of their neighboring communities, chosen out of convenience and perception of similarity rather than a purposeful, directed search. Alternatively, having a policy that is backed by science creates regulations that policy makers can confidently support. To address this issue, the model used in this study incorporates local rainfall and development data to analyze stormwater runoff volumes for various storm events using one year of development data from Chattanooga, Tennessee. The runoff values are used to analyze several policy combinations based on simplified policies, model policies, and customizable policies. Outputs …

The Implementation Of A Promotion/Retention Policy To Effect Change In Student Achievement In Third Grade Reading/Language Arts, Donna N. Shea

Theses and Dissertations

For decades there has been an ongoing push to increase student achievement through large-scale policy reform and yet far too many students in the United States still perform below proficiency levels with achievement gaps according to race and socio-economic status. Choctaw County School District (CCSD) was no different, as low performance, especially in reading/language arts, and achievement gaps according to race and SES were present. To address these issues, CCSD implemented a K-2 promotion/retention policy in 2008 to improve student achievement. The primary purpose of the study was to investigate how a school district’s implementation of a K-2 policy for …

Placing The Standards, Eric Freeman Sep 2014

Placing The Standards, Eric Freeman

The Rural Educator

Rural areas in many parts of the U.S. experience population decline from outmigration. Geographic mobility has long been a contributing factor to the social and economic instability of rural communities; high-achieving and ambitious youth are inclined to leave rural areas to take advantage of the expansive economic opportunities and cultural and lifestyle amenities typically found in metropolitan locations. Here I review 20 years of research on rural population loss and migration theory to anticipate how patterns of rural youth mobility might intersect with the Common Core State Standards’ emphasis on preparing high-school students to be career and college ready. Given …

Determining Willingness To Adopt Mechanical Harvesters Among Southeastern Blueberry Farmers, Aaron Dillon Rodgers Aug 2014

Determining Willingness To Adopt Mechanical Harvesters Among Southeastern Blueberry Farmers, Aaron Dillon Rodgers

Theses and Dissertations

Recent technological innovations allow Southeastern blueberry farmers to machine harvest highly profitable fresh-market berries with marginally equivalent quality as labor intensive hand harvesting, drastically reducing labor costs while minimally increasing equipment costs. Concurrent with these innovations, the largest blueberry producing Southeastern states of North Carolina, Georgia, Florida, and Mississippi have proposed statewide legislation affecting immigrant status and enforcement, leading to documented labor shortages and wage volatility among seasonal agricultural laborers. Using survey information, this study uses ex-post and ex-ante logit regression models to determine if machine harvester technology (MHT) adoption is explained by human capital variables, production differences, risk preferences, …

An Approach For Communities To Assess Stormwater Application And Detention Requirements For Overall Watershed Health, Katherine Therese Lunstrum

Theses and Dissertations

One of the many issues communities will face when trying to protect their local watershed is the lack of background their policy makers have in environmental protection and watershed health. The purpose of this study is to test a range of on-site stormwater management policies against a selection of new development projects from a specific small city of the United States in order to determine what combination of policies works best in a particular urban environment. Three policies were selected to test the range of stormwater approaches being used in the United States. These policies were then measured in a …

Killing Mayberry: The Crisis In Rural American Education, James A. Bryant Jr. Oct 2007

Killing Mayberry: The Crisis In Rural American Education, James A. Bryant Jr.

The Rural Educator

The article provides an overview of the turbulent and challenging times facing teachers and administrators in rural schools. The article examines literature from over the past decade to paint a full picture of the economic and social pressures exerting themselves in rural America and the impact these forces are having in rural schools. This work argues that rural education has been ignored too long by policy makers and even many Americans, and that this crime of omission has had disastrous consequences for many small communities. The article concludes with an examination of some of the tentative but hopeful steps that …
