The Impact Of U.S. Refugee Policy Change & Political Rhetoric On Nonprofit Service Providers’ Emotional Well-Being, Maria V. Wathen, Patrick L.F. Decker, Charity N. Weishar

This study examines how U.S. refugee policy changes from 2014 to 2018 affected the emotional well-being of nonprofit service providers. Elements identified by participants as emotionally significant were funding cuts, the “bans”, the unpredictable nature of policy change, and most impactful, negative political rhetoric. Emotional wellbeing was negatively affected and included an increase in stress, anger, sadness, despair, depression, helplessness, frustration, and caution. Negative impacts were also felt with regard to professional identities and to relationships with family, friends, and strangers. Importantly, impact on emotional wellbeing differed by level of organization at which the participant worked and by organizational characteristics.

In this special issue exploring parents’ responses to neoliberal policy changes, especially shifting notions of risk and responsibility, this article provides a historical account of local and national policy initiatives in the contemporary United States that have increased risk and placed responsibility for this risk on the shoulders of parents (as well as educators). The opening section of the paper reviews major recent policy documents and initiatives in the United States, from the landmark 1983 report ‘A Nation at Risk’ to the current age of test-based accountability. Social work has played an integral role in the conceptualization and implementation of policy aimed at prevention and intervention of various forms of family violence. Seminal federal policies to address child abuse and neglect (Child Abuse Prevention and Treatment Act), elder abuse (Elder Justice and Older Americans Acts), and intimate partner violence (Violence Against Women and Family Violence Prevention and Services Acts) all focus on specific types of violence in the family. To date, however, there are no federal policies specifically addressing physical and/or emotional sibling violence (Perkins, Coles, & O’Connor, 2017; Perkins & O’Connor, 2016). Identity, understood from many vantage points, is continually evolving based on relationship experiences, including those relationships established in social and behavioral research. Whether rendered anonymous in large quantitatively-studied samples, or intimately known in qualitative studies, those contributing to science in a role termed “subject” receive, through the research, definitions of their identities. Because those identities are part of published social research, identities created in the research process become part of the public discourse about persons in the “subjects’” situations, and also influence policies that in turn influence persons’ lives. The purpose of this case study was to expand the literature base regarding the application of high school schoolwide positive behavior support (PBS) in an urban setting for practitioners and policymakers to address behavior issues. In addition, the study describes the use of the Change Point Test as a method for analyzing time series data that are dependent in nature. The researchers used an existing case study example to guide the implementation of the intervention. The overall implementation of PBS reached full fidelity during the final year. We tested the accuracy of an invasive aquatic plant risk assessment system in the United States that we modified from a system originally developed by New Zealand’s Biosecurity Program. The US system is comprised of 38 questions that address biological, historical, and environmental tolerance traits. Values associated with each response are summed to produce a total score for each species that indicates its risk of invasion. To calibrate and test this risk assessment, we identified 39 aquatic plant species that are major invaders in the continental US, 31 species that have naturalized but have no documented impacts (minor invaders), and …

This paper presents findings from the Illinois Hispanic Family Profile and from Latino Consortium Round Table discussions regarding the unique linguistic, cultural and transnational issues present in child welfare practice with Latino families. To provide a knowledge base for program planning and casework with Latino families, this paper describes the Latino population as a whole, the characteristics of Latino children and families involved with the child welfare system, and innovative Latino child welfare initiatives in Illinois. Policy, practice, and research implications and recommendations are presented.

CURL worked with the National Neighborhood Coalition (a coalition of national and local organizations concerned with building the capacity of neighborhood-level organizations throughout the U.S.) to collect survey data and conduct focus groups that gave NNC an understanding of current and emerging policy issues at the local level. CURL worked with NNC in presenting these results at a Neighborhood Development Trend Summit in Washington, DC in June 2003. The summit engaged community leaders, private and public sector thought-leaders, policy makers, and funders in dialogue about the most significant trends and issues affecting the future of neighborhoods.

This paper reviews the literature that assesses the incidence of severe impairments among parents and children receiving AFDC and TANF, and projects that analysis to estimate the number of persons eligible for, but not receiving SSI in the Illinois TANF caseload. The paper also reviews current investment in screening for eligibility and pursuing SSI benefits for TANF recipients, and articulates a rationale for further investment. Prior research supports an estimate that between 8-12,000 children, and 4- 18,000 parents in the Illinois TANF caseload are SSI eligible but not enrolled. A Human Resource Planning Approach For Reducing The Cost Of Absenteeism, Dow Scott

Although absenteeism rates can be reduced significantly in most organizations, it must be recognized that absenteeism is a legitimate employee benefit and will occur at some level despite control efforts. The author proposes that a human resource planning approach can substantially reduce the cost of absenteeism by staffing for predicted levels of absenteeism. There are three preconditions for such an approach: (1) absenteeism measures must be developed and attendance data collected: (2) the probability that jobs will be vacant must be calculated; and (3) a cost analysis for alternative strategies of filling job vacancies must be completed.
