The 16MSP is a formal meeting of the 162 States which are parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. The 16MSP is being held in accordance with Article 11 of the Convention and pursuant to decisions of the 2016 Fifteenth Meeting of the States Parties (15MSP).

The conflation of humanitarian and military spheres has long been a feature of modern conflict, restricting access to areas in which the need for humanitarian assistance is greatest. However, the advent of mobile technology has provided novel opportunities to circumvent old problems. In Ukraine, The HALO Trust’s (HALO) ability to conduct nontechnical survey is restricted in certain areas, and the security environment means this is unlikely to change in the foreseeable future. As we endeavor to make The Journal a forum of information and ideas for the conventional weapons destruction community, we look at the threat improvised explosive devices (IED) pose in countries around the world. Increasingly, humanitarian organizations are widening their scope to account for the prevalence of IEDs. The need for clear communication across humanitarian mine action and counter-IED (C-IED) operational lines is evident.

Supporting conventional weapons destruction (CWD) is a cornerstone of our national security policy. This 2016 edition of To Walk the Earth in Safety highlights the United States programs, managed primarily by the Office of Weapons Removal and Abatement in the U.S. State Department’s Bureau of Political-Military Affairs (PM/WRA), that keep weapons and ammunition out of the wrong hands and assist nations in clearing landmines and unexploded ordnance (UXO).

In January 2017, exploitation work was carried out by Fenix Insight Ltd on mines and other ordnance recovered by the Land Release Contractor (LRC).

Examination of grenades used in booby traps revealed that one, considered to be complex and dangerous, had been rendered safe by the ageing process. The other, though more familiar, was still fully functional and highly lethal. The findings highlight the continued danger from unexploded ordnance, and the need for threat assessment to be based on technical evidence rather than intuition.
