Lone Wolf Riots: Social Frustration & U.S. Mass Violence, Heather E. Rosso

Through various life events and circumstances, some individuals find themselves at a disconnect with their surroundings—unable to relate to peers, socially awkward, and socially isolated and outcast. As a result, socially constructed basic human needs (BHNs) of meaning, recognition, and justice can seem even more difficult if not impossible to satisfy. The resulting relative deprivation becomes more problematic for these individuals as they navigate pursuit of these BHNs absent the value opportunities provided by social bonds, such as shared experience, collaborative problem solving, emotional outlets, networking, and alternate perspectives. Medical model perspectives have consistently influenced United Nations policies regarding disability, particularly in terms of refugees with disabilities. Refugees with disabilities are classified in the same category as refugees with medical needs, giving them an unequal chance of being resettled into a third country. Although the United Nations has moved away from medical model rhetoric in the past 15 years, this has not yet proven to have translated into resettlement policy for refugees with disabilities. This study argues that for international conflict, and for many conflict situations within a nation, the most pragmatic, responsible option is neither coercive nor evasive. It proposes an alternative strategy, dubbed courtship, that is neither. By coercion is understood violence or any other form of dominant control or forcing the enemy against their will, including many methods often described as nonviolent such as economic sanctions, majority rule, and the rule of law. According to the Code of Criminal Procedures of Kosovo, the treatment of irresponsible persons is carried out in a special criminal procedure only with regard to the determination of innocence, respectively irresponsibility and the imposition of compulsory psychiatric treatment, while the further treatment is transferred to the competent court for the abolition of legality action and then begins with the execution of the measure imposed on the psychiatric institution.
