University Mediation Program (UMP) began in 1987 with 13 mediators. Mediations are provided to faculty and staff of the University of Minnesota, at no cost to the parties. The Single Blind system of mediation was introduced using faculty and staff as mediators for nearly 200 mediations since its inception.

Lawsuits Against The Gun Industry: A Comparative Institutional Analysis, Timothy D. Lytton

I argue that the tort system can complement the efforts of either institutions such as markets, legislatures and administrative agencies to make public policy. Solving complex social problems typically requires the cooperation of several policymaking institutions, each with its own strengths and weaknesses. My examination of lawsuits against the gun industry reveals that the tort system can and should play an active policymaking role in reducing gun violence.

Constitutional theorists have begun focusing a great deal of attention on constitutionalism outside the judiciary. As Professor Neal Katyal points out in his insightful paper, the impeachment and trial of President Clinton provide an outstanding opportunity to reflect upon the practice of constitutionalism outside the courts. During these episodes, the House of Representatives and the Senate confronted numerous constitutional questions, but rarely resolved them on the basis of an identifiable construction of the Constitution's meaning.
