Using data from an evaluation of three Second Chance Act grantees, we explore formerly incarcerated people’s (FIP) access to housing. This study is unique in that it includes the perspectives of individuals with lived experiences and the insights of the reentry program providers working to meet their overall needs, including in the area of housing. The data come from reentry programs in three regions of the United States. Although the needs of the people with lived experiences have similarities, regional differences exist, particularly related to housing costs and supply, including the availability of transitional housing. Despite decades of research examining the brain’s contributions to the propensity for antisocial behavior, this process is still poorly understood, owing in part to the highly multivariate relationship between the brain, behavioral phenotypes, and the dynamic environmental contexts in which they operate. An important criterion for evaluating the strength of a given explanation is the degree to which it makes accurate predictions. Prior research has demonstrated that hemodynamic activity related to error-monitoring in the dorsal anterior cingulate cortex (dACC) (Aharoni et al., 2013, 2014) improved predictions of rearrest in a sample of criminal offenders. Throughout the United States, United Kingdom, China, Japan, Australia, and New Zealand, prisoners are employed for less than $1 per hour in agriculture, manufacturing, public works projects, and dozens of other industries. The privately owned prison companies Corrections Corporation of America, G4S, Sodexo Justice Services, and Serco vie for government contracts to build, staff, and regulate prisons and prisoners. Other entities, such as China’s Laogai and The USA’s Federal Prison Industries, are ingrained into the national government. Research has found support for the effectiveness of procedural justice, specifically perceived fairness, in gaining compliance from people with respect to the police and the courts (Sunshine & Tyler, 2003; Tyler, 1984; Tyler, 2001). Further, research has examined the effectiveness in jail-based residential substance abuse treatment (RSAT) programs in reducing recidivism for offenders with substance abuse problems (Bahr, Harris, Strobell, & Taylor, 2012; Eisenberg & Fabelo, 1996; Hiller, Knight, & Simpson, 1999). This dissertation will focus on prison work programs and prisoner rehabilitation. In particular, a program evaluation of the federal inmate labor program, the Prison Industry Enhancement Certificate Program (PIE), will be conducted in order to investigate how this program affects recidivism and labor market outcomes of offenders. This dissertation will contribute to the literature in two ways. First, it develops a simple theoretical model that incorporates prison labor into its framework in order to analyze how prison labor affects crime participation.
