The purpose of this study was to gain insights into the educational system in Finland, where art seem to be valued, and America, where it seems to struggle. I first studied how policies that promote a business-like ideology and standardized testing in schools have impacted art education in the United States. Then I investigated Finland’s educational system, which does not rely on standardized testing to monitor student learning and teachers. This study discusses the importance of theories of care that are especially relevant to students in middle school art classes. Middle school students are going through an increasing number of changes emotionally, mentally, and cognitively that can be explored through an art curriculum that teaches them the value of caring for themselves and others, while also meeting their developmental needs. In this thesis research, teaching strategies are discussed that will cultivate an environment of care in the middle school classroom. Caring is an essential part of any classroom environment, but most investigations about caring in schools do not include the voices of art educators. How art teachers perceive and model caring has not been addressed in previous literature. Looking through a theoretical lens shaped by Dewey, Vygotsky, and feminist theory, specifically an ethic of care, this study examined three elementary art teachers' caring practices and beliefs. Narrative analysis was used to find connections and points of departure in the participants' stories of caring in their classrooms with existing literature. There are limited resources available for art teachers wishing to implement a photography curriculum that focus on social justice. Since the camera is a highly effective communicative tool, students should be encouraged to vocalize their understanding of how to better society through visual images.
