The infrastructure deficit is among the most significant challenges facing the United States. The Trump and Biden administrations called for using public-private partnerships (PPPs) to rebuild the nation’s crumbling infrastructure. As distinct arrangements that are part of both the public and private sectors, PPPs pose critical questions to public policy and administration. They have also gained popularity as a result of the New Public Management and Collaborative Governance movements.

By synthesizing the theories of the economics of hybrid organizations, public choice, and public value, my research suggests that PPP formation, management, and performance evaluation require the strategic interactions of both …

Rudyard Kipling once described and wrote about the Great Game as a way to outline 19^th century great power politics in the struggle for empire in Central Asia. While Kipling’s tale of spy-craft and espionage is fiction, the political philosophy behind the story has never lost relevance. The struggle for political dominance in Central Asia continued through the twentieth century in the Cold War as well as into twenty-first century after the terrorist attacks on September 11, 2001. This dissertation examines the modernization of aspects of Cuba’s public health programs through the influence of the Rockefeller Foundation. As a result of its sponsorship of projects, the Rockefeller Foundation contributed to the spread of modernizing practices and policies from 1913 through 1945. An evaluation of medical modernization remains an important chapter in the study of post-colonial development. Current research has often portrayed public health modernization efforts as unidirectional with the United States imposing its ideas and practices onto developing nations. This study examines the reintegration of loyalists and disaffected residents in Pennsylvania who opposed the American Revolution from the Stamp Act crisis in 1765 through the Age of Federalism in 1790s. The inquiry argues that postwar loyalist reintegration in Pennsylvania succeeded because of the attitudes, behavior, actions and contributions of both disaffected residents and patriot citizens. This study examined technocracy in Haiti in the Cold War era. It showed how Haitian and non-Haitian technicians navigated United States imperialism, Soviet ideology, and postcolonial nationalism to implement bold utopian visions in a country oppressed by poverty and dynastic authoritarianism. Throughout the mid-to-late twentieth century, technicians lavished Haiti with plans to improve the countryside, the city, the workplace, and the home. This study analyzed those plans and investigated the motivations behind them. Based on new evidence discovered in the private correspondence between Haitian, American, and Western European specialists, it questioned the assumption that technocracy was captivated by high-modernist ideology …

This thesis explores what effect Saudi and American policy differences towards Iran have had on their bilateral relations. It is based on the recent thaw in Iran-U.S. relations, and the critical reaction of the Saudi government towards this policy. The question has two components – first, how severe the current Saudi-American rift is, and second, to what extent it can be traced to their differences over Iran. The topic will be addressed through process-tracing methods.

My dissertation explores the development of policing and slavery in two early nineteenth-century Atlantic cities. This project engages regionally distinct histories through an examination of legislative and police records in New Orleans, Louisiana, and Salvador, Bahia. Through these sources, my dissertation holds that the development of the theories and practices that guided “public order” emerged in similar ways in these Atlantic slaveholding cities. Enslaved people and their actions played an integral role in the evolution of “good order” and its policing. Legislators created laws and institutions to police enslaved people and promote order. The present study comparatively examined the socio-political and economic transformation of the indigenous Sámi in Sweden and the Indian American in the United States of America occurring first as a consequence of colonization and later as a product of interaction with the modern territorial and industrial state, from approximately 1500 to 1900.

The first colonial encounters of the Europeans with these autochthonous populations ultimately created an imagery of the exotic Other and of the noble savage. This study explores how great powers not allied with the United States formulate their grand strategies in a unipolar international system. Specifically, it analyzes the strategies China and Russia have developed to deal with U.S. hegemony by examining how Moscow and Beijing have responded to American intervention in Central Asia. This study explained the diversity of corporate financial practices in two nations. Existing studies have emphasized the reliance on equity finance in U.S. firms and bank loans in Japanese firms. In fact, patterns of corporate finance were much more complex. Financial institutions, which were created by national economic policy and regulation, affected corporate financial practices, but corporate financial practices often differed from what policymakers expected. Former Eastern Airlines flight attendants were surveyed regarding their levels of union, organizational, and dual commitment, union participation, strike participation and support, and current feelings of job stress, job affect and job satisfaction. It was found that union commitment was positively correlated with union participation. Due to the unique situation at Eastern, it was also found that there was no difference in levels of strike participation and support between those dually committed and those unilaterally committed to the union. Strike participation and support also correlated positively with one measure of current job stress. Other findings included a positive correlation between …

Television (TV) reaches more people than any other medium which makes it an important source of health information. Since TV ads often offer information obliquely, this study investigated implied health messages found in food and nutrition TV ads. The goals were to determine the proportion of food and nutrition ads among all TV advertising and to use content analysis to identify their implied messages and health claims.
