The Journal of Extension

UpStarts is a reverse-mentoring youth program designed to foster an entrepreneurial mindset among participants and a sense of connection between youth and adults. Effective facilitators are critical to the success of the program. This paper describes an asynchronous, cohort-based virtual train-the-trainer (T3) program for potential UpStarts facilitators that was developed to navigate the challenges posed by the COVID pandemic. Participants of the initial UpStarts T3 program reported positive feedback for the training and a high sense of efficacy in implementing UpStarts in their communities. Traditional economic development efforts have been unable to address the nuances of rural communities. Entrepreneurship can be an important process and a vital component for building rural resiliency. As part of RISE29, a grant funded program, regional advisory councils have been established an act as a crucial extension tool for East Carolina University. The goal of these councils is to incorporate the narrative and discourse of the importance of entrepreneurship as a part of inclusive rural economic development strategies.

An Extension Case Study In Institutional Innovation: Microfinance Intermediary Formation, Mark A. Edelman

An institutional innovation process led by Extension created a statewide microfinance intermediary. The intermediary provides business technical assistance and microloans to entrepreneurs having difficulty securing conventional credit but having workable business plans. The process included (1) gathering indicators of a problem; (2) formation of a steering committee of relevant interests to study the concerns; (3) a search for alternative solutions and assessment of probable consequences; and (4) emergence of an institutional strategy for addressing gaps. A business plan was implemented over 5 years. The collaboration created new opportunities on multiple levels for Extension problem-solving impacts and outcomes.

Communities seek to offer effective financing programs to encourage entrepreneurs and support the growth of microenterprises. Community economic development strategies have changed in recent years from traditional industrial recruitment to microenterprise development (MED), which is considered to be as a more viable, long-term strategy to create jobs and grow local economies. This article provides a framework for an effective microenterprise financing program based on the model created by a rural community in Ohio and offers suggestions as to how this framework may be used by researchers and practitioners to identify best practices in the microenterprise financing realm.

A statewide youth and adult train-the-trainer model that integrates workforce readiness and entrepreneurship can have a profound effect on young people's academic performance, interest in college, and overall youth development. Participants in workforce and entrepreneurship programs develop personal resources that have value in school, in the workplace, and in the local community (Entwisle, Alexander, & Olson, 2000). To increase the collaborative entrepreneurship and workforce readiness efforts in Maryland, 4-H Youth Development Educators created an interactive youth and adult train-the-trainer model to implement workforce readiness and entrepreneurship educational programs in local communities.

Small and home-based businesses have long been identified by Extension educators as an important component of economic development, particularly in rural areas. The services available to these businesses can take many forms, including management training, accessibility of local funding, providing incubation facilities, or setting up mentoring relationships. Extension educators wanting to promote certain services should be aware of historical rates of use of these programs and their impacts on various success measures for small businesses. State-level survey results of small business owners are used to discuss the services used, different measures of success, and statistical relationships between the two.

Collectively termed "social media," these new communication tools have created vast opportunities for Extension professionals in how they perform their work and how businesses interact with consumers. This article explains how Extension can enhance and expand its nationwide community-based entrepreneurship programs by developing strategic partnerships with other organizations to create highly effective educational programs for rural entrepreneurs. The activities and impacts of the Down East Micro-Enterprise Network (DEMN), an alliance of three organizations with economic development missions in Maine, is used to showcase effective strategies that identify, create, and sustain strategic partnerships; build on their strengths; and overcome potential challenges. This Extension project was part of a statewide effort in Maine to build and strengthen networks of business service providers and improve service delivery to Maine's entrepreneurs.

In this dissertation I investigate start-up financing by nascent entrepreneurs in the United States between 2005 and 2010. By nascent entrepreneur, I mean individuals who are in the process of creating a new business, but the business itself is not yet affecting prices and quantities in the market. Nearly all research on financing has focused on established firms. Little work, however, has been done on how entrepreneurs acquire and use financial resources during the earliest stages of the firm creation process. Although a great deal of research has been dedicated to the characteristics of entrepreneurs, a relatively small amount of research has focused on the factors affecting the transition of emerging entrepreneurs to firm birth. Virtually no studies have explored the role of Extension professionals in providing effective programs for entrepreneurs. Therefore, the objective of this research was to analyze the transition of emerging entrepreneurs to firm birth, noting the significant factors impacting movement beyond the gestation stage. Results from the model indicate that education significantly affects an entrepreneur's transition to firm birth and provide relevant information to Extension personnel.

In this article, we present a set of grant writing guidelines we have used when working with agricultural producers in Louisiana. Specifically, we applied these guidelines to help producers understand the grant writing and application process for the United States Department of Agriculture's Value-Added Producer Grant (VAPG) program. Working together, Extension professionals and USDA officials can help agricultural producers acquire new resources to explore the feasibility of new business opportunities in value-added and bioenergy aspects of production agriculture. As globalization of agricultural markets continues, agricultural producers will benefit from tapping into new resources to take advantage of entrepreneurship opportunities.
