March 15 of this year marked the fifth anniversary of my arrival at the University of California, San Diego (UCSD). On a bright, warm spring day in 1988,1 moved to the arid, scenic suburban La Jolla campus from the equally beautiful and balmy city of Berkeley where I had worked as a Japanese bibliographer for the century-old University of California, Berkeley (UCB) Library for two and a half decades. This task force was formed in August 1992 to work for the Association of Research Libraries (ARL) Foreign acquisitions Project for Japanese materials. The charge of the task force is to write a report which assesses current strengths and weaknesses of the major United States and Canadian Japanese research collections, determines their needs and priorities, and offers concrete action/funding proposals to address the identified problems. The foreign lawyer in Japan has enjoyed periods of relative freedom to practice law as well as being subject to rigid restrictions limiting the accessibility of the legal market. The focus of this paper will be the significant events in the history of the foreign lawyer in Japan from the first influences of Western law in the late 1800's to the 1986 Special Measures Law Concerning the Handling of Legal Business by Foreign Lawyers.
