If the magnetic field in a pure electron plasma containment device is not aligned with the axis of the conducting walls, the electrons in the device will accumulate at the ends of the plasma where the magnetic field lines come closest to the walls and the electrons bound to the field lines can be closest to their image charges. If the plasma is also offset radially from the center (as with an l=1 diocotron mode), then more density will accumulate at one end than the other. A Self-Organizing Binary Decision Tree For Incrementally Defined Rule-Based Systems, Douglas M. Campbell, Tony R. Martinez

This paper presents an adaptive self-organizing concurrent system (ASOCS) model for massively parallel processing of incrementally defined rule systems in such areas as adaptive logic, robotics, logical inference, and dynamic control. An ASOCS is an adaptive network composed of many simple computing elements operating asynchronously and in parallel. This paper focuses on adaptive algorithm 3 (AA3) and details its architecture and learning algorithm. It has advantages over previous ASOCS models in simplicity, implementability, and cost. The purpose of this paper is to describe the results of an effort to utilize Case Based Reasoning (CBR) to model a specific audit judgment task. To date most efforts to develop computational models of audit judgment have used strictly rule-based representation methods. Some researchers have recently adopted more robust structures to model the auditor domain knowledge. Although these recent efforts to extend the representation methods appear to be more accurate descriptions of auditor reasoning and memory, they still lack a comprehensive. theory to guide the development of the model. Professional auditing has become much more complex over the past decade. This development has engendered a need for leveraging auditor expertise. In an attempt to meet this need, public accounting firms have been actively involved in supporting the development and application of artificial intelligence methods in audit services, which forms the foundation of their business. Much of the development and application of artificial intelligence in auditing has taken the form of expert systems. This paper examines the current state of the art and provides a framework for analysis of present work, as well as a guide to future efforts.

Scatterometry and scatterometer design issues are reviewed. The design of the NASA Scatterometer (NSCAT) to be flown on the Japanese ADEOS mission is presented. Building on Seasat experience, the NSCAT system includes several enhancements, such as three antenna azimuths in each of two swaths, and an onboard digital Doppler processor to allow backscatter measurements to be colocated everywhere within the orbit. These enhancements will greatly increase the quality of the NSCAT wind data. The ground processing of data is discussed, and scatterometers of the next decade are briefly described.

In Phase I of Mikhail Gorbachev's tenure as chief director of the soviet economic strategy, the General Secretary seemed content to continue an approach his predecessors had referred to as plan "perfecting" (sovershenstvovanie). This approach which called merely for the development and implementation of modest improvements in the planning mechanism. It was the chosen alternative to economic reform, the approach which had been peremptorily rejected with the closing of the Kosygin reforms at the end of the 1960s.

Theory Of An Atomic Beam Splitter Based On Velocity-Tuned Resonances, Scott Glasgow, P. Meystre, M. Wilkens, E. M. Wright

We develop the theory of an atomic beam splitter in which a monoenergetic beam of two-level atoms is incident normally to a classical standing-wave light field. The incident atomic wave function can be split into two coherent components with transverse momenta ±(2n + 1)fzk using velocity-tuned resonances, where n is the order of the resonance. We discuss the cases of zero- and first-order resonances in detail, and show that the velocity-tuned resonances are renormalized due to a high-frequency Stark shift. Numerical results that display the effects of a finite momentum spread in the incident atomic beam are presented.

The problem of identifiability of a wind vector that is estimated from wind scatterometer measurements of the radar backscatter of the ocean's surface is addressed. The traditional wind estimation approach produces multiple estimates of the wind direction. A second processing step, known as dealiasing or ambiguity removal, is used to select a single wind estimate from these multiple solutions. Dealiasing is typically based on various ad hoc considerations. The traditional wind estimation approach results in multiple solutions associated with local minima in an objective function formed from the noisy backscatter measurements. The Analysis Of A Model For Wave Motion In A Liquid Semiconductor: Boundary Interaction And Variable Conductivity, William V. Smith

The theory of conducting fluids in relative motion with small conductivity is studied with a model including the Maxwell displacement current. The model is linearized, and the interaction of waves with a plane boundary in three space is studied for two orientations of the external magnetic field. It is found that two families of boundary conditions preserve energy in one orientation (external field orthogonal to the boundary), while in the other (external field parallel to the boundary) only one condition exists which preserves energy. The basic concepts of Levi's epistemic utility theory and credal convexity are presented. Epistemic utility, in addition to penalizing error as is done with traditional Bayesian decision methodology, permits a unit of informational value to be distributed among the hypotheses of a decision problem. Convex Bayes decision theory retains the conditioning structure of probability-based inference, but addresses many of the objections to Bayesian inference through relaxation of the requirement for numerically definite probabilities. The result is a decision methodology that stresses avoiding errors and seeks decisions that are likely to be highly informative as well as true. By relaxing the …

A theory of discrete-time optimal filtering and smoothing based on convex sets of probability distributions is presented. Rather than propagating a single conditional distribution as does conventional Bayesian estimation, a convex set of conditional distributions is evolved. For linear Gaussian systems, the convex set can be generated by a set of Gaussian distributions with equal covariance with means in a convex region of state space. The conventional point-valued Kalman filter is generated to a set-valued Kalman filter consisting of equations of evolution of a convex set of conditional means and a conditional covariance.
