The Federal Disproportionate Minority Contact Mandate: An Examination Of Its Effectiveness In Reducing Racial Disparities In Juvenile Justice, Hanna Leigh Wurgaft

This paper challenges the effectiveness of the federal Disproportionate Minority Contact mandate. It first traces the legislative history of the mandate, from the Juvenile Justice and Delinquency Act of 1974, to the establishment of the Disproportionate Minority Confinement mandate of 1988, to the final shift to Disproportionate Minority Contact in 2002. It then describes and analyzes implementation of the mandate in the New England states, showing uneven data collection and limited compliance with the mandate. The next chapter explores factors outside the jurisdiction of the DMC mandate that create and perpetuate racial disparities in juvenile justice, including concentrated poverty, police …

The American lobster, Homarus americanus, inhabits a large oceanic range spanning from Labrador, Canada to North Carolina, USA. This geographic range varies in temperature by as much as 25ºC, and daily temperature fluctuations of up to 12ºC may occur at a single location depending on season, water depth, and tides. The cardiac system of the lobster is sensitive to these temperature changes, and has been shown to adjust its functioning over a large temperature range. A previous study showed that various functional parameters respond differently to temperature changes, but a stable cardiac output can be maintained over the range …

The Diestel-Leader groups are a family of groups first introduced in 2001 by Diestel and Leader in [7]. In this paper, we demonstrate that the Diestel-Leader group Γ3(2) is not almost convex with respect to a particular generating set S. Almost convexity is a geometric property that has been shown by Cannon [3] to guarantee a solvable word problem (that is, in any almost convex group there is a finite-step algorithm to determine if two strings of generators, or “words”, represent the same group element). Central pattern generators are neuronal networks that produce reliable rhythmic motor output. A simple pattern generator, known as the cardiac ganglion (CG), controls the heart of the American lobster, Homarus americanus. Previous studies have suggested that stretch feedback relays information to the cardiac ganglion about the degree of filling in the heart, and that this feedback is mediated by stretch-sensitive dendrites extending from CG neurons. I sought to determine the mechanisms behind this stretch feedback pathway. In the American lobster (Homarus americanus), neurogenic stimulation of the heart drives fluxes of calcium (Ca2+) into the cytoplasm of a muscle cell resulting in heart muscle contraction. The heartbeat is completed by the active transport of calcium out of the cytoplasm into extracellular and intracellular spaces. An increase in the frequency of calcium release is expected to increase amplitude and duration of muscle contraction. This makes sense because an increase in cytoplasmic calcium should increase the activation of the muscle contractile elements (actin and myosin). Morainal and lacustrine sediments in Linnédalen, Spitsbergen, Svalbard, record the fluctuations of a glacier in a currently unglaciated mountain cirque during the Little Ice Age (LIA). This study attempts to reconstruct Late Holocene glacial activity within this cirque from geochemical, physical, and visual stratigraphic variation of the Linnévatnet lacustrine sediment record. A 57 cm lacustrine sediment core (D10.5) from Linnévatnet was analyzed at a high-resolution for variations in X-Ray Fluorescence (XRF)-measured elemental composition, spectral reflectance, and magnetic susceptibility. Reconsidering Operation Condor: Cross-Border Military Cooperation And The Defeat Of The Transnational Left In Chile And Argentina During The 1970s, Georgia C. Whitaker

In this study of the roots of Operation Condor, I track the development of this unusual military alliance forged by six Southern Cone governments (Chile, Argentina, Brazil, Bolivia, Uruguay, and Paraguay) during the 1970s, as well as the push-and-pull relationship between the transnational migration of political militants and the military’s impetus for collaboration. While most accounts of Condor focus on the United States as the operation’s primary orchestrator, I contend that initial motivation for the type of cooperation that Condor would later formalize was driven not by the U.S., but by the Southern Cone militaries’ perception that Marxism had to …

Esta tesis explora cómo una variedad de autoras cubanas representan el cuerpo, las identidades femeninas y la relación entre las mujeres y la nación. Las autoras estudiadas incluyen Marilyn Bobes, Karla Suárez y Daína Chaviano. Sus narrativas ilustran y desarrollan una variedad de personajes –desde las mujeres blancas prerrevolucionarias hasta las “hijas de la revolución” afrocubanas—que representan diferentes maneras en que las mujeres construyen y reconstruyen sus identidades en la Cuba revolucionaria y hasta el comienzo del “Período especial”. A “Peculiarly American” Enthusiasm: George Bellows, Traditional Masculinity, and The Big Dory investigates the portrayal of masculinity in the oeuvre of the much-lauded yet enigmatic American painter George Bellows (1882-1925). Rather than relying on Bellows’ urban works for source material, a significant portion of this investigation is conducted via a case study of Bellows’ 1913 panel The Big Dory, a scene of fishermen pushing a boat into the North Atlantic off Monhegan Island, Maine that the artist painted during a sojourn on the island in the months after his involvement in the landmark Armory Show in New York.
