This toolkit has been co-authored by the Global Education Monitoring (GEM) Centre at the Australian Council for Education Research (ACER) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Statistics (UIS). ACER provides technical support to UIS, which has been mandated to monitor the progress of countries towards achieving Sustainable Development Goal 4 (SDG 4) in education to “ensure inclusive and equitable quality education and to promote lifelong learning opportunities for all” (United Nations, 2021). ACER’s learning progressions in reading and mathematics describe growth that is mainly focused on skills students demonstrate at and beyond school. These progressions have recently been extended down to describe earlier levels of growth so we now have seamless progressions from skills and understandings toddlers might demonstrate up to highly sophisticated skills and concepts. This presentation briefly outlines ACER’s work and identifies key implications for educators. The pathways that support early reading development were described in progressions for listening comprehension and sounds and letters. Along with an early mathematics progression, these were conceptualised as embedded in an oral language progression. …

The National Student Assessment (NSA) 2022 was a sample-based assessment in Bangladesh, measuring the learning levels of Bangladeshi students in Bangla and Mathematics covering 3,357,233 students in grade 3 and 3,604,586 students in grade 5. It was the seventh round of the national assessments in primary education in Bangladesh, conducted after five years and the most comprehensive national-level learning assessment after the global COVID-19 pandemic. The sampling method at school level was multistage stratified probability proportional to size method, and at student level was equal probability systematic random sampling derived from Annual Primary School Census (APSC) 2021 database.The report outlines …

An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship.
