The goal of this research was to improve the Air Force’s knowledge of the effects of career broadening jobs on the leadership development of its officer corps. Specifically, the study sought to find significant relationships between incidents of career broadening in the officers’ background and their odds of being selected for promotion and in-residence professional military education (PME). Selection under these two areas is considered recognition of an officer’s ability to handle more responsibility and greater leadership challenges. Air Force contracting officers rely on published guidance to assist in establishing their career objectives. This thesis uses empirical data to evaluate the published Air Force career guidance. The data set is comprised of complete duty histories from all active duty colonels, colonel selects, and general officers in the contracting career field. The guidance implies a career path to an exceptional career but provides no empirical validation. This thesis follows a rigorous procedure to objectively evaluate the Air Force guidance. Career development plans are created to assist individuals in establishing their career objectives. The most commonly used career path model is the pyramid career model. It identifies the ideal job experiences, training, and education needed to reach career success. This study examined the strategic goals that were the basis for the DoDs implementation of mandatory certification for individuals serving in the contracting career field of the acquisition workforce. The study then went on to enlist panels of contracting experts to assess the extent to which two of the available certification programs meet, or fail to meet, those goals. The research method employed to gather input from experts was a Delphi discussion technique. Two separate panels, one consisting of Air Force civilian employees, the other of Air Force active duty officers, participated in eight Delphi iterations facilitated by the researcher. …

The Air Force Institute of Technology (AFIT) was asked to develop a graduate curriculum to support cost analysts in the acquisition arena in October 1980. The first class entered in May 1982 and graduated in September 1983 with Master of Science degrees in Systems Management. This degree program gained autonomy by offering its first true Master of Science degree in Cost Analysis in 1988. Now there are nearly thirteen years of graduate cost analysts (GCAs) in the workforce. This thesis examined the impact this program has had on these graduates and the Air Force. Career Development Of Air Force Officers In Contracting: An Examination Of Perception And Understanding, Martin P. Hamlin

This research considered five factors deemed necessary for supporting career development, including experience, professionalism, expectations, mentoring, and training. The author studied the perceptions of captains in the contracting career field as a means of better understanding the unique career development challenges faced by contracting officers. This study concluded that captains in contracting do not perceive one best career path, nor one best set of professional and technical skills. Career expectations remain high and mentoring activity low, despite recent institutional emphasis directed at both. The value of current required formal training, as rated by contracting officers, seems to be high.

This study analyzes the career progression rates of civilian graduates from the School of Logistics and Acquisition Management of the Air Force Institute of Technology (AFIT). The sample includes all civilian AFIT graduates who are currently working for the Air Force Materiel Command (AFMC). Actual promotion rates of the AFIT graduates are compared to promotion rates for two comparison groups: AFMC civilians with a master's degree from a civilian institution; and AFMC civilians with a bachelor's degree but no graduate degree. A regression analysis is performed to study the relationship between specific factors and a graduate's future rate of promotion. …

The question of which non-performance factors influence the promotion of officers to major, lieutenant colonel, and colonel within the Air Force for Promotion Boards held in 1992 is the focus of this thesis. The thesis statistically examines the impact of the variables commissioning source, prior enlistment, age, aeronautical rating, graduate education level obtained and source of education, Professional Military Education courses taken and method of completion, distinguished graduate status from commissioning source and Professional Military Education courses for in-the-zone promotions.
