This dissertation research extends the current knowledge of feature saliency in artificial neural networks (ANN). Feature saliency measures allow for the user to rank order the features based upon the saliency, or relative importance, of the features. Selecting a parsimonious set of salient input features is crucial to the success of any ANN model. In this research, several methodologies were developed using the Signal to Noise Ratio (SNR) Feature Screening Method and its associated SNR Saliency Measure for selecting a parsimonious set of salient features to classify pilot workload in addition to air traffic controller workload. Fourier transform spectroscopy was used to measure pressure broadening coefficients in the absorption spectra of both the oxygen A band and the nitric oxide fundamental band. Oxygen spectra were recorded with O2, N2, CO, CO2, SF6 and noble gas collision partners, while nitric oxide spectra were recorded using noble gas collision partners. Pressure broadening coefficients were determined in the P and R branches for every resolved line for each of the fifteen collision pairs studied. Macroscale rate-limited sorption modeling was tested using a production transport code, the GMS/FEMWATER ground-water modeling package. The code (Version 1.1 of FEMWATER. dated 1 August 1995) was applied to a 3D conceptual model developed from a field site at Dover AFB, DE. A simulation was performed of a 200 hour contaminant injection pulse followed by clean water flushing. A moment analysis performed on the resulting breakthrough curve validated code self-consistency. Another injection pulse simulation showed that retardation temporally delays the breakthrough peak. Transport simulations of pulsed clean water pumping of the test cell with a prescribed initial contaminant distribution demonstrated …

This document details the systematic development of the computer subsystem for the AFIT Simulation Satellite (SIMSAT) from Concept Exploration to Implementation. This subsystem design effort was conducted as part of a larger four-phase team design effort to implement a fully functional, user-friendly test facility to meet current AFIT teaching and research requirements. Once SIMSAT system integration is complete, control laws will execute on the free-floating "satellite" to reduce communication systems overhead and its impact on control law execution, thereby allowing for more robust control system development and execution. Research to improve the performance of the IEEE 802.11 has been ongoing since 1990. The focus of this research has investigated the use of the MAC and Physical layers for improving throughput. An adaptive MAC protocol, CATER (Code Adapts To Enhance Reliability) is based on the proposed MAC standard for wireless local area networks (WLAN)-802. 11. IEEE 802.11 uses a fixed Pseudo-Noise (PN) code for spreading the information signal, implying a fixed process gain at the receiver. The web-based system provides HTML-based client interfaces and Active Server Page server processes for interaction with the relational databases used to manage course and personnel data. A numerically stable, accurate, and robust form of the exponential characteristic (EC) method, used to solve the time-independent linearized Boltzmann Transport Equation, is derived using direct affine coordinate transformations on unstructured meshes of tetrahedra. This quadrature, as well as the linear characteristic (LC) spatial quadrature, is implemented in our transport code, called TETRAN. This code solves multi-group neutral particle transport problems with anisotropic scattering and was parallelized using High Performance Fortran and angular domain decomposition. The US Air Force has recently implemented a policy of assigning supervisors as the mentors of company grade officers. This study investigated the differences in mentoring effectiveness and perceived barriers to mentoring reported by Air Force company grade officers (CGOs), their organizationally assigned mentors (assigned), and CGO selected mentors (voluntary). Results indicated that junior officers believed they had effective mentoring relationships from both assigned and voluntary mentors, but as officers progressed to the rank of captain, they were more likely to seek out mentors outside of their chains of command. Junior officers indicated work related contact time spent on career …

This case study examines how U.S. Government (USG) policy, U.S. corporate policy, and Polish government policy affect the strategy of technology transfer of military and/or dual-use technologies in Poland. The traditional supplier/recipient relationship is explored and found to be insufficient to describe the process associated with military and/or dual-use technology transfer. An alternate model is proposed that accounts for the activities of the USG, U.S. corporations, and the Polish government. By cuffing costs, money is then freed up for other requirements such as force modernization. Many universities conduct distance education courses electronically but do not conduct the evaluation instruments electronically. Universities across the country, diversified by academic rankings, tuition, and student population were interviewed. Results generally revealed security concerns as the most prevalent reason for universities avoiding electronic exams. Criticisms of the Air Force's fraternization policy predominantly conclude that the prohibition of fraternization is based upon a caste system, which evolved from the class divisions of the Middle Ages and is designed to maintain those social divisions. This study is a first step in formalizing CRM training as part of Undergraduate Space and Missile Training (USMT) and individual Unit Training thereby capitalizing on techniques already developed and in place for pilots. We evaluated the usefulness of two modified versions of existing CRM measures. The C-5 consistently performs below its established mission capable rate of 75 percent. The purpose of this study was to investigate whether or not mission capable rates and maintenance costs can be improved by increased use of scheduled maintenance. Nine C-5 components were studied. Availability and cost were compared when scheduled replacement occurred at ten, twenty, and thirty percent before their respective mean time between failure and actual failure times. Actual failure times were not available so they were generated using simulation. The trade-off of using preventive maintenance is the decreased cost of sending fewer maintenance repair teams and increased …

This thesis explores advantages and disadvantages to be realized from telecommuting, along with developing a linear regression model that identifies factors correlated with preference for telecommuting among Air Force personnel. This thesis uses a stated preference model derived from existing telecommuting research to characterize the factors impacting the preference for civilian, officer, and enlisted Air Force personnel. The regression models developed showed that factors affecting telecommuting preference were different among different sub-samples. Two factors were universal across the sample. Those were "Amount of Telecommuting Job Allows," and "Allow More Work Done." These two factors gave R-squared values of over .39 …

When training an artificial neural network (ANN) for classification using backpropagation of error, the weights are usually updated by minimizing the sum-squared error on the training set. As training ensues, overtraining may be observed as the network begins to memorize the training data. This occurs because, as the magnitude of the weight vector, W, grows, the decision boundaries become overly complex in much the same way as a too-high order polynomial approximation can overfit a data set in a regression problem. Over the last two decades, our military forces have been working to incorporate the latest computer technology into the combat planning process. The earliest efforts use word processors, spreadsheets, and databases to organize planning data and to display high level summaries for commanders. Later efforts perform feasibility checks as missions are planned to insure that the necessary resources are available and that the assets requested are capable of meeting the assigned scheduling requirements.
