The Appalachian region is a unique case within American politics, yet it has not been given much attention by political scientists. In the 1990s and 2000s, the area underwent a political realignment, shifting from a Democratic stronghold to a Republican one. I plan to examine proposed theories of realignment in the context of Appalachia to determine the root cause of this shift. I expect to find a relationship between the adoption of environmentalism as a Democratic principle and the change in Appalachian voting behavior because of the prominence of the coal industry in the region. My thesis topic evaluates Democratic and Republican electoral performance in suburban and rural areas through the lens of realignment theory. Aided by GIS maps, my analysis utilizes election data from the 2008 and 2020 presidential elections. I went about this by first reviewing relevant literature on realignment theory, beginning with its genesis in by V.O. Key in 1955. I then began reviewing literature on rural and suburban voting patterns, as well as research on geographic influences on electoral coalitions. While this is true of labor unions in most countries, these changes are incredibly notable in the United States. This research examines the time-series geography of voter registrations, presidential elections, senatorial elections, and gubernatorial elections within Kentucky during the period from 1974 to 2020 to explore the dimensions of a changing geography of political party support. During this time Kentucky realigned from strong election support for the Democratic Party to consistent election support for the Republican Party. Using graphs, Dissimilarity Indices, cartographic analysis, and factor analysis, this study confirms aspects of intra-state sectionalism and periodization in election results identified in previous research but finds different characteristics of section and period in voter registrations. This thesis explores the transformation of the Republican electoral coalition from the party of Abraham Lincoln to the party of Donald Trump. By comparing the Trump coalition—which Hillary Clinton said was half full of “deplorables”—with previous Democratic and Republican presidential coalitions, the drastic change in the electoral habits of Southerners and white working-class voters is made evident. Trump’s appeal to these voters is due not only to his populist rhetoric but also to the presidential campaigns of Republican candidates Barry Goldwater, Richard Nixon, and Ronald Reagan, as well as to George Wallace’s independent and Democratic presidential campaigns. Abstract: This paper seeks to address the essential question: what happened during the presidential election of 2016 and what does this mean for the American party system? Using qualitative and quantitative analysis, this research suggests that the 2016 election is evidence that domineering policy demanders, such as the Tea Party Movement and Occupy Wall Street, and domineering politicians, such as Donald Trump and Bernie Sanders, used the democratized media to force a top-down realignment of the American party system. Donald Trump campaigned as an economic nationalist but has surrounded himself with a transnational corporate transition team that supports policies of neoliberal capitalism. These include tax breaks for the rich and for corporations, further privatization of public services, deregulation and the reduction of the social safety net. Trump used the rhetoric of an "anti-politician" to conceal his real policy agenda, and appealed directly to sections of the white working class that rejected Hillary Clinton's corporate centrism.

California experienced escalating issues with prison overcrowding from the late 1970s to 2010, as the prison population skyrocketed to unprecedented highs. This article will discuss the problem of prison overcrowding, and one recent policy intervention implemented to decrease overcrowding and offender recidivism rates, the Public Safety Realignment Act (AB 109). After providing background on the Public Safety Realignment Act, this article will analyze the effectiveness of the policy and make recommendations.

Realignment in California comes at a time when the state’s prison system is expensive and overcrowded; the response has been to reevaluate and reconfigure the way counties use state prisons. Based on an original historical analysis of state archival records from the late nineteenth and early twentieth centuries, as a well as a review of secondary historical accounts of California’s prison system, I show that similar problems and policies were present at the state’s founding: issues of expense, overcrowding, and the county-state relationship help to explain the origins, size, and shape of the California prison system. This paper examines when firms pursue structural realignment through business unit reconfiguration, specifically by recombining business units. Our results refine and extend contingency theory and studies of organization design by drawing on theories of decision avoidance and delay to describe environmental conditions when firms pursue or postpone structural realignment. Our empirical analysis of 46 firms from 1978 to 1997, operating within the U.S. medical device and pharmaceutical sectors, demonstrates that while decision makers initiate structural recombination during periods of industry growth (i.e., munificence), they reduce their recombination efforts during periods of industry turbulence (i.e., dynamism), and managerial turbulence (i.e., growth …

Equality in criminal sentencing often translates into equalizing outcomes and stamping out variations, whether race-based, geographic, or random. This approach conflates the concept of equality with one contestable conception focused on outputs and numbers, not inputs and processes. Racial equality is crucial, but a concern with eliminating racism has hypertrophied well beyond race. Equalizing outcomes seems appealing as a neutral way to dodge contentious substantive policy debates about the purposes of punishment. But it actually privileges deterrence and incapacitation over rehabilitation, subjective elements of retribution, and procedural justice, and it provides little normative guidance for punishment. Realignment, instituted in October 2011, was California’s latest effort at prison reform by realigning responsibility for prisoners labeled nonviolent, non-serious, and non sex-related from the state to counties. Many of these offenders were in state prison upon conviction of property crime offenses. Realignment had a net decarcerative effect on offenders. Simultaneously, California cities’ officer staffing levels shrunk during the great recession. To determine what impact realignment may have had on property crime in small California cities, and to identify effective response strategies, property crime and officer staffing data was analyzed and a survey administered to the chiefs of those cities. …

This study demonstrates that unconditional blocking of bills opposed by a majority of the majority party--as implied by the party cartel model and advocated by former Speaker Dennis Hastert--can produce conditions in which the majority party loses popular support and loses elections. The theoretical analysis and empirical results imply that the use of negative agenda power to block bills is circumscribed by this risk of electoral defeat. As a result, the opportunity for effective negative agenda control is conditional on majority party issue advantage, party polarization, and the distribution of status quo locations. A rich body of research presents conflicting accounts describing how contemporary voter suppression laws impact political participation. This study process traces the political development of North Carolina and Florida from 1988 to 2012 to assess four competing explanations of this process. This study compares three measures of participation that strongly support the discouraging voter hypothesis, which finds that voter suppression laws depress black participation.

This study finds that state officials in Florida adopted a much stricter voter suppression regime than those in North Carolina for the period under study. As a result, the two states developed differing levels of democratization. …

This thesis updates and expands upon the developmental theory of the gender gap in party and ideological identification originally posited by Norris and Inglehart (2000) to explain why women in advanced industrial nations are more likely to hold more leftist ideological identification than men. A comparative cross-national analysis using data from the World Values Survey (2004-2008) extends Norris and Inglehart's study, with an examination of the gender gap in advanced industrial, post-communist and developing nations. This paper examines the political realignment of Fort Smith, Arkansas and argues that the standard historiographical argument about the process of realignment does not explain what occurred in this city. Much of the historiography of political realignment currently revolves around the belief in a white backlash against the federal government and the national Democratic Party for their support of African American civil rights. Though historians have moved toward a "suburban synthesis" that downplays the backlash thesis, historians still argues that many white southerners moved to the suburbs to avoid integration.

As crime has decreased the American penal system has ironically expanded its hold upon an increasing percentage of America's citizenry. California's realignment offers an opportunity to reinstate a rehabilitative agenda and abandon counterproductive practices which have served to make the state's penal institutions a breeding ground for criminals. The year 2011 marked an important milestone in American institutional reform litigation. That year, a bare majority of the U.S. Supreme Court, in an opinion in Brown v. Plata by Justice Anthony Kennedy, affirmed a district court order requiring California to remedy its longstanding constitutional deficits in prison medical and mental health care by reducing prison crowding. Not since 1978 had the Court ratified a lower court's crowding-related order in a jail or prison case, and the order before the Court in 2011 was fairly aggressive; theoretically, it could have (although this was never a real prospect) induced the release …

The purpose of this study was to identify teachers' perceptions of how leadership styles and practices of administration can improve the process of broad-based change in an educational organization. The study focused on the lived experiences of 12 teachers and school administrators (coresearchers) during a major change in their school district. Guided interviews were utilized in order to understand the essence of their experiences. Results indicated the importance of communication during the process of change as it relates to perceptions of involvement, buy-in, self-worth, job satisfaction, and support and impact on instruction.

Purpose – The purpose of this article is to communicate how an academic library can establish and implement a realignment process to prepare itself to serve users in the 21st century.

Design/methodology/approach – The authors employed a case study approach to present the challenges of realigning an academic library. They describe the collaborative and interactive process that OSU Libraries undertook to envision what a 21st century academy library might demand and to realign its units to support this vision. California criminal justice agencies need access to data in order to provide security, health care treatment, and appropriate programming, as well as to coordinate these activities with other agencies. By the same token, outside agencies—whether criminal, social service, or non-governmental—could often do their jobs more effectively with access to information generated or retained within particular criminal justice agencies. Criminal justice realignment under AB 109 has only heightened the need for inter-agency data sharing and cooperation, yet there continue to be misunderstandings about the legal framework surrounding information exchange.
