In the context of war, the issue of corruption in Ukraine and abuse of office attracts great attention from experts, scholars, and civil society. Making Us Security Cooperation In Fragile States Work: Organizational Capital In Aid Provision, Randell Yi, Edward J. O'Connell
Journal of Strategic Security
The article examine how materiel and non-materiel organizational capital, as conveyed by military aid, differ in their effects on recipient nations with respect to governance. The authors analyze the Varieties of Democracy (vDem) dataset’s Regime Corruption Index alongside Security Sector Assistance expenditures as reported by the US Aid to Security Sector Actors (USASSA) dataset. They find that non-materiel forms of investment toward building partner nation capacity create generally better governance outcomes than materiel ones that involve transfers of weapons systems or supplies. They further contend that investments toward social cohesion and norms transmission “build the capacity to have capacity built.” …

This article explains some of the mechanisms through which corruption by high-level Mexican politicians and other organized crime members is facilitated in the United States through money laundering operations. The analysis is based on information contained in court records related to key money laundering cases, as well as in news articles and reports from law enforcement agencies. These materials highlight the interrelationships among U.S. drug use, cartel activities in Mexico, human rights abuses, Mexican political corruption, and money laundering in the United States. Globally, populist political parties and leaders have been making gains over the last decade. Many of these populist leaders have been using their power to erode democratic institutions and public trust. While the Baltic states of Lithuania, Latvia, and Estonia have long distinguished themselves from the other post-communist countries of Eastern Europe, they are no exception to the populist trend. Money laundering is the act of hiding illegally obtained money in the financial system. There are three stages of money laundering: placing, layering, and integration. In the United States, the Bank Secrecy Act, monitored by the Financial Crimes Enforcement Network (FinCEN), requires companies to establish an anti-money laundering (AML) compliance program and to exercise customer due diligence as preventative measures. The US government can detect money laundering through Suspicious Activity Reports, Currency Transaction Reports, and whistleblower tips. Detroit Police Department officers Walter Budzyn and Larry Nevers beat Black resident Malice Green to death in November 1992 and were convicted of second-degree murder, however, their convictions were overturned by appellate courts on the basis that the jury was influenced by outside sources. Race played a critical factor in the trials and public opinion as both officers were White and the judge, juries, and prosecutors were Black. While the evidence of the case suggests a wrongful death, public opinion in Detroit and exposure to media compromised the juries’ impartiality.

Bad Apples Or A Rotten Orchard: Detroit Police Culture And Its Protection Of Corruption, Megan Quick

In the light of substantial police corruption and misconduct in the history of the Detroit Police force, the defense of “a few bad apples” is frequently proffered. To examine the validity of the bad apple defense, this paper examines how the DPD’s leadership and rank and file officers responded to allegations and criminal charges for police corruption under Mayor Coleman A. Young. The paper concludes that police culture played a role in law enforcement corruption and points to the importance of understanding police corruption and its causes to better address the issue.

Materials For Embezzlement: How Municipal Corruption Exploited Social And Economic Conditions In Detroit, Mi, Jimmy Showers

This paper examines how social and economic conditions in Detroit, MI, during the second half of the twentieth century were exploited in a specific instance of municipal corruption involving the city’s Chief of Police, William L. Hart. Drawing on primary source documents, this paper argues that Chief Hart corruptly exploited the city’s social and economic conditions and evaded legal intervention over a prolonged period thereby increasing the magnitude of the corruption and exacerbating negative effects on the city’s most vulnerable residents. Media coverage surrounding Hart’s conviction depicts ramifications difficult to measure highlighting a critical need for research into municipal corruption.

Inflows of foreign direct investment (FDI) considerably boost industrialization and economic growth in emerging economies. Purpose: This paper aims to determine the adaptability of China’s legal system in recognizing and enforcing foreign judgements in China. Design/methodology/approach: Academic articles, case law and books are examined as are relevant reports by various regulatory authorities and organizations. Findings: Historically, Chinese courts have strictly adhered to “de facto reciprocity”, which made it difficult for foreign judgements to be recognized and enforced in China. Fortunately, Chinese courts have since abandoned their rigid adherence to de facto reciprocity, and have instead, used flexible tests of reciprocity such as de jure reciprocity, reciprocal commitment and reciprocal understand/consensus. This composition compares and contrasts the legislation used in addressing and preventing transnational bribery and corruption at the domestic, regional, and international level. Using the history and current application of the United States Foreign Corrupt Practices Act as a foundation, this composition analyzes the legislation of fifteen nations, two international organizations, and three regional bodies, and their approaches in combating the growing issue of transnational bribery and corruption.
