Paediatrics Publications
Background: Rural-urban health care disparities are an important topic in health services research. Hence, developing valid and reliable tools to measure rurality is needed to support high quality research. However, Japan, has no index to measure rurality for health care research. In this study, we conducted a systematic scoping review to identify the important factors and methodological approaches to consider in a rurality index to inform the development of a rurality index for Japan. Methods: For our review, we searched six bibliographic databases (MEDLINE, PubMed, CINAHIL, ERIC, Web of Science and the Grey Literature Report) and official websites of national …

Islands In The Sun: Lawfare And Great-Power Competition In The Indo-Pacific, Clayton T. Russo
MSU Graduate Theses
This thesis examines the U.S.-Japan Mutual Defense Treaty and its future considering the recent developments in the international security environment. The 2018 National Defense Strategy brought back an emphasis on Great Power Competition, fundamentally transforming the role of U.S. alliances to address new challenges. In the 2021 budget, the Pacific Deterrence Initiative (PDI) has prioritized the People’s Republic of China as the number one pacing threat to theUnited States, drastically shifting international focus away from the Middle East and towards East Asia. In conjunction with funding new capabilities through the PDI, the U.S. will need to conceive new legal doctrines …

Gotta Catch ‘Em All!: The National Diet’S Inadequate Attempt To Control Manga Pirates, Sydney Landers
University of Miami Law Review
Internet piracy threatens Japan’s most popular cultural exports: manga and anime. Fans have taken to translating and distributing the works online for other fans to enjoy because official translated versions of manga and anime are released overseas later than the original in Japan, or they are never released at all. In order to combat the illegal downloading and distributing of manga, the National Diet, Japan’s legislature, passed an amendment to the Japanese Copyright Act that increases punishments for leech sites and illegal downloading of manga.
This Note discusses the manga and anime industries and their struggles with piracy before reviewing …
Japan’S Act On Strengthening Financial Functions (Asff), Vaasavi Unnava, Junko Oguri
Japan’S Act On Strengthening Financial Functions (Asff), Vaasavi Unnava, Junko Oguri
Journal of Financial Crises
After the Japanese Financial Crisis in 1990s, the non-performing loan problem was mitigated in the large Japanese banks but persisted in the regional banking system. By 2004, regional banks accounted for half of all non-performing loans. In 2004, the government passed the Act on Strengthening Financial Functions (ASFF), legislation for capital injections to address the non-performing loan problem. Aimed at regional banks, the ASFF secured ¥2 trillion in capital, with various eligibility restrictions and requirements, such as a rigorous debt restructuring plan. As the Japanese economy and the financial system encountered multiple external shocks, the government amended the Act several …
Financial Functions Stabilization Act, Vaasavi Unnava
Financial Functions Stabilization Act, Vaasavi Unnava
Journal of Financial Crises
In 1990, the asset-pricing bubble in Japan peaked and began a steady decline. Over the next seven years, a series of bank failures induced the Japanese government to introduce the first of a series of capital injections in 1998, 1999, and 2004. The capital injection of 1998, authorized by the Financial Functions Stabilization Act, made ¥13 trillion ($103 billion) available to financial institutions that applied. By the end of the injection window, 21 banks and trusts applied for and received ¥1.8 trillion ($13.5 billion) in subordinated debt and loans and preferred shares. While there were no limits on compensation for …

Prompt Recapitalization Act, Vaasavi Unnava
Journal of Financial Crises
In 1997, Japan’s banks were in crisis due to hundreds of billions of dollars of non-performing real estate loans. In response, the government performed three rounds of capital injections in 1998, 1999, and the early 2000s. The capital injection of 1999, authorized by the Prompt Recapitalization Act, made as much as ¥25 trillion ($208 billion) available to financial institutions that applied, regardless of their capitalization. By the end of the injection window, 32 banks and trusts applied for and received ¥8.6 trillion ($71.6 billion) total in preferred shares and subordinated debts. The Act required banks to submit and adhere to …
Sankyoku Magazine And The Invention Of The Shakuhachi As Religious Instrument In Early 20th-Century Japan, Matt Gillan
Sankyoku Magazine And The Invention Of The Shakuhachi As Religious Instrument In Early 20th-Century Japan, Matt Gillan
Yale Journal of Music & Religion
The early 20th century was a period in which understandings of music, religion, and the nation-state underwent rapid change in Japan. In this article I examine Japanese cultural discourse from the first decades of the 20th century in which the shakuhachi, a Japanese bamboo flute, was frequently portrayed as a religious instrument. In some cases, this discourse referenced pre-20th century historical affiliations of the shakuhachi with the Fuke-sect, an organization that was loosely affiliated to Rinzai Zen Buddhism. But the article also explores how religio-musical discourse surrounding the shakuhachi intersected with developments in modern Japanese religious life, …
Monthly Suicide Rates During The Covid-19 Pandemic: Evidence From Japan, Gerardo Ruiz Sánchez
Monthly Suicide Rates During The Covid-19 Pandemic: Evidence From Japan, Gerardo Ruiz Sánchez
Faculty Scholarship
This paper uses 2018–2020 prefecture–month–year, gender–month–year, and age group–month–year level data on suicide rates in Japan to document how suicide rates are evolving during the COVID-19 pandemic. I use a monthly event study design to study changes in suicide rates surrounding Japan's COVID-19 state of emergency and to trace out monthly changes in suicide rates during the first 11 months of 2020 relative to 2018–2019. I find that monthly suicide rates during the pandemic started increasing meaningfully in June–July 2020. I find that women experienced greater increases in suicide rates than men, relative to their 2018–2019 average suicide rate, and …

The Fall Of The Ikko Ikki: The Demise Of The Honganji In The Late Sengoku Period, Alexander M. Remington
Student Publications
During the late Sengoku Period Japan witnessed the fall of the Honganji, a sect of Pure Land Buddhism. The Honganji was a significant military, political, and economic power and commanded armies of commoners known as Ikko Ikki. The Honganji fell because it challenged the traditional social order of Japan, lacked unity, and stood against warlord Oda Nobunaga during his bid for hegemony. The fall of the Honganji resulted in consequential policies and impacted Japanese society going into the Tokugawa period.

An Analysis Of Consumer Evaluations Of The “Tagonoura Shirasu” Certification Under The Japan Geographical Indication Protection System, Yu-Heng Lu, Takahiro Sajiki
Journal of Marine Science and Technology
Over time, the Geographical Indication (GI) protection system has been independently adopted in more than 100 countries worldwide. In Japan, the GI protection system has been operating since 2015 in response to a growing interest in local brands. Therefore, based on a questionnaire survey, we econometrically analyze the consumer evaluation of Shizuoka Prefecture’s Shirasu “Tagonoura Shirasu,” which is registered under the GI protection system. Shirasu is a collective term for long and narrow larvae such as anchovy (Engraulis japonicus), sardine (Sardinops melanostictus), or red-eye round herring (Etrumeus sadina). Based on the contingent valuation method, we clarified that consumers' additional willingness …

In 2019, 26% of the attendees at Akita Bible Baptist Church (ABBC) were non-Japanese. However, only 4% of the official members of the church were non-Japanese. The purpose of this action research project was to find a strategy to reduce the gap between the relatively high percentage of non-Japanese attendees (26%) and the low percentage of non-Japanese official members (4%). In other words, the purpose was to identify a strategy to increase multicultural integration regarding organizational influence at ABBC. This strategy was discovered by first interviewing eleven non-Japanese attendees. The research facilitator was surprised to discover that 73% of the …

The History And Current Challenges Of Libraries In Japan, Francis A. Alix
SLIS Connecting
Japan's libraries have many positive attributes and continue to evolve. However, many library sectors struggle with serving users because of staff outsourcing, library leadership, and a focus on circulation statistics that prevent them from developing into 21st-century information and community centers. This paper reviews the history and current status of each library sector, including their services and staffing. It then examines their current challenges and how professionalism, librarian education, and community engagement are the main challenges to their success and suggests recommendations to elevate them to compete in the global arena.

The Keiretsu Advantage: How Japanese Automakers Thwarted American Competition, Jasper Boers
The Keiretsu Advantage: How Japanese Automakers Thwarted American Competition, Jasper Boers
The Yale Undergraduate Research Journal
Today, Japan’s auto industry is renowned for its dominance of foreign markets. Japanese cars are cheap and fuel-efficient, undercutting larger, more expensive automobiles from Europe and America. Scholarship on recent Japanese industrial development tends to prioritize a ‘developmental state’ and robust industrial policy in shielding Japanese manufacturers from trade liberalization. This paper will argue that, while the industrial policy steered by the Ministry of International Trade and Industry (MITI) played a significant role in advancing the interests of the Japanese auto industry, it was ultimately the unique trust-based keiretsu conglomerate structure that gave Japanese auto producers a comparative advantage vis-à-vis …

Small Satellite Conference
Since 2019, students from the University of Tokyo (UTokyo) and the Institute of Technology of Cambodia (ITC) have collaborated to set up Cambodia’s first small satellite education program. Around 30 students from both institutions have organized and taken part in joint educational activities, articulated around the development of a 1U CubeSat, which is planned to become Cambodia’s first satellite. This paper presents lessons learnt so far during the cooperative education program. We first explain how students have led the collaboration between a mentor (UTokyo) and mentee (ITC) institution in different countries, mostly online due to the pandemic. We then provide …

How The World's Largest Economies Regulate Data Privacy: Drawbacks, Benefits, & Proposed Solutions, Alexander J. Pantos
Indiana Journal of Global Legal Studies
National data privacy regimes are quickly gaining traction and ubiquity around the globe. Moving forward, countries will face a range of difficult decisions surrounding how best to engage internationally in cross border data flow, particularly in the context of personal information (PI).
This article takes a bird's-eye view of the current state of data privacy regimes in the world's four highest GDP regions. In part, this article hopes to provide a succinct analysis of these data privacy regimes, with a focus on the balance they strike between granting individuals rights in their data and placing responsibilities on businesses that deal …

Us Bilateral Relations With China And Their Effects On Us-Japan And Us-India Relations, Mackenzie Owens
International Relations Summer Fellows
How do US-China relations impact US relations with other Asian nations, specifically with India and Japan? US-China relations can be seen as the main driver in US relations with Japan and India following rapprochement with the United States. The inverse relationship that exists between US-China and US-Japan/US-India relations signals the importance of the US’ bilateral relationship with China. While there are significant differences between the US-India and US-Japan relations, both are similarly affected by US-China relations. The critical time period explored in this paper is the Sino-Soviet Border Conflict of 1969. This time period explores the impact of US-China relations …
What Makes Tourists’ Experience Spiritual?: A Case Study Of A Buddhist Sacred Site In Koyasan, Japan, Kaori Yanata
What Makes Tourists’ Experience Spiritual?: A Case Study Of A Buddhist Sacred Site In Koyasan, Japan, Kaori Yanata
International Journal of Religious Tourism and Pilgrimage
In postmodern society the importance of traditional religious organisations and practices have declined. As a result, spirituality tends to be sought outside of institutionalised religion. Tourism is seen as one avenue for such spiritual fulfilment. Tourism research commonly frames tourism as a sacred journey and has pointed out that like modern-day pilgrims, tourists seek spirituality through travel. Of course, not all tourist travel is motivated by a search for spirituality, and yet many tourists still describe their travel experiences as spiritual. Therefore, in addition to understanding motivations of travel, the tourist experience is also an important element of making tourism …

The Resolution And Collection Corporation Of Japan, Mallory Dreyer
Journal of Financial Crises
Though the Japanese real estate and stock market bubble burst in the early 1990s, the ensuing financial crisis in Japan did not reach a systemic level until 1997, when four large financial institutions failed in a single month. Because of their heavy exposure to real estate and equity markets, Japanese banks had a nonperforming loan (NPL) problem, which was prolonged, and private sector estimates of the scale of the NPL problem differed significantly from the official estimates. In response, the Japanese government created multiple asset management companies; the Resolution and Collection Corporation (RCC) was the result of the merger of …

Rethinking The War On Drugs, Brandi Kalmbach
Rethinking The War On Drugs, Brandi Kalmbach
Global Honors Theses
The War on Drugs is a battle that has been fought within the United States for fifty years now; however, it began well before the declaration of war made by President Nixon in 1971. Since even before the prohibition era one century ago, the United States has struggled with drug addiction. Research shows that our current day results have actually digressed since the initial declaration of the war on drugs, and yet, the same methods are still being implemented over and over, despite our widespread awareness of its failure. The main failure is declaring a war against drugs. There is …
